    Position classification

    Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

    What Success Looks Like In This Job

     

    The Client Services Manager develops, leads, supports and manages the Client Services Support pod within the Adams County Human Services Department of Child, Adult and Family Services (CAFS) Division. The pod includes the Internal Intensive Treatment Team, Family Engagement Team, Family Time (supervised visitation) Team, Community Services (Chafee) Team and Life Skills Team. This position is responsible for designing, implementing, managing and evaluating high quality family-focused services for children, youth, and families involved in child protection system, including evidence-based programs aimed at safety, permanency and wellbeing. This person s erves as an active participant in the Child, Adult and Family Services Leadership Team to develop, communicate, and implement strategic direction for the division.

    Examples of Duties for Success

     

    + Provide leadership and oversight for up to 45 professional caseworkers, supervisors and paraprofessional staff.

    + Ensure high-quality, timely service delivery aligned with statutory rule and Division requirements.

    + Supervise supervisors and team members, supporting development, performance and accountability while ensuring alignment with County norms, values and Division Guiding Principles in all interactions and work.

    + Provide oversight and manage the federal initiative that provides grants to states to help youth and young adults transition to adulthood after aging out of the foster care system. Including financial aid, educational support, housing assistance, and employment services for eligible youth who have been in out-of-home care. Management of the federally funded Chafee Program is essential to drawing down federal funding and is for young people who have been in foster care and are making the transition to independent living.

    + Coaches supervisory team members on troubleshooting areas of performance strengths and challenges to ensure quality engagement, service, and support/outreach to families.

    + Interfaces with government and private sector leaders regarding service delivery and the integration and collaboration in the provision of child welfare services and always is mindful to represent the division in a positive light that emphasizes partnership.

    + Provides oversight into the development of cohesive practice standards among teams they are assigned to ensure timely service provision; high- quality, thorough evaluations and support; linkage with community support and services when needed; effective collaboration with community partners and other Division teams/units.

    + Participates in the hiring of all staff for the teams they are assigned to and ensures teams have adequate support, resources, and coverage to manage the assigned work functions.

    + Management over collaborative practices is designed to include families in decision-making and case planning, aiming to improve safety, permanency and well-being for children, youth and families involved in the child welfare system.

    + Analyze both the services needed by clients and those services provided to clients, collaborating with internal and external providers and systems to fully meet those needs.

    + Ensure that Adams County is taking a family-centered approach to practice by managing the family engagement team.

    + Ensure alignment with the broader goals related to child welfare practice guided by the Colorado Child Maltreatment Prevention Framework.

    + Manage and provide direction to the Adams County Internal Treatment Team that provides direct, in-house therapeutic services for child protection cases that focus on reunification and preservation of families.

    + Develop and manage the child welfare family time program that provides supervised visitation for families to support child safety, family bonding and reunification efforts.

    + Develop and manage the life skills program that provides coaching to families involved in the child welfare system. Provide direct oversight into programming that focuses on enhancing parental capabilities, improving family functioning, and building self-sufficiency.

    + Participates in relevant task forces and committees at the division, department, community, and state levels representing Adams County norms and values.

    + Responsible for the development and maintenance of relationships with community stakeholders, Colorado Department of Human services, and other agencies and organizations working with child welfare issues and families.

    + Participates in manager on-call rotation and coverage for the division (if required) which requires after-hours and weekend availability when on-call.

    + Perform other related duties and responsibilities as required.

    Exercises direct supervision over supervisor level staff.

    + Ability to provide effective leadership for teams with competing priorities, needs, and deadlines.

    + Knowledge of human services practices and programs, child welfare practice, and knowledge of successful strategies to ensure high quality evaluation and support of services to the Division Knowledge of federal and state laws, regulations, procedures, and requirements regarding the health and welfare of children, youth, adults, and families.

    + Knowledge, implementation, and consistent use of data-informed approaches to understand division/community needs, performance, and quality service provision.

    + Skilled in problem identification and problem solving.

    + Skilled in leadership and management to create effective organizational structures to ensure consistency of practice and application of policy and procedures.

    + Ability to analyze, properly identify, and strategically solve problems using critical thinking and analytical skills.

    + Ability to effectively work with others.

    + Ability to communicate clearly and concisely, both orally and in writing.

    + Knowledge of and ability to utilize state, county, and agency management information systems.

    + Ability to use data to drive practice decisions.

    More Qualifications for Success

     

    + Experience:

    + Six (6) years of progressively responsible experience in Administration, Management, Project Development, Clinical Administration, Program Management, or Program Evaluation.

    + At least two (2) years of experience must be as first level supervisor or manager.

    + Education and Training:

    + Bachelor’s degree in social work, Business, Administration, Management, Human Services, or a related field.

    + A master’s degree is preferred.

    + License or Certificate:

    + LCSW or LPC preferred.

    + Possession of, or the ability to obtain within three (3) months of hire, Child Welfare Supervisor Certification is required.

    + Possession of, or the ability to obtain a Colorado driver's license and state mandated auto insurance.

    + Background Check: Must pass a criminal background check.
