**Northrop Grumman, Mission Systems (NGMS)** is looking for a **Manager, Programs Level 3** , to join the **Microelectronics Design and Applications (MD&A) onsite** in **Annapolis Junction or Linthicum, MD** . The individual will be part of a rapidly growing business area focused on groundbreaking technologies and their application to critical customer missions. The primary objective will be the delivery of all contractual requirements within cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and future business actions, while also managing direct reports.
What You'll Get to Do:
Responsible for the cost, schedule and technical performance of company programs or subsystems of large programs via _executing the following:_
+ Control Account Management.
+ Addressing workforce planning needs and be an integral part of identifying program staffing needs.
+ Thorough risk & opportunity management to include identification, mitigation and realization.
+ Ensuring contract deliverables (CDRLs) are completed.
+ Directing the work of employees assigned to the program from technical, manufacturing, and administrative areas.
+ Government Property (GFE, CFE, etc.) tracking and management.
+ Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
+ The preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Basic Qualifications:
+ Bachelor’s Degree and 8+ years of experience supporting Government contracts and/or project management in other industries.
+ Demonstrated success leading teams/and or organizations to achieve a common goal.
+ Experience in controlling cost and schedule baselines per established program plans (Cost Account Management).
+ Experience in controlling scope throughout the entire program life cycle.
+ Experience managing, controlling, and communicating risks and opportunities throughout the lifecycle of the program.
+ Experience with supplier/subcontractor engagement and management.
+ Experience supporting DOD/DOW programs.
+ US Citizenship.
+ Current/Active TS/SCI clearance with a CI Poly.
Preferred Qualifications:
+ Experience applying knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of program decisions, actions, and performance.
+ Experience recognizing and respond to customers’ needs to develop additional business opportunities that support organizational objectives.
+ Experience with Operations and Maintenance (O&M) activities.
+ Experience with semiconductor fabrication.
+ Experience in leading or participating in proposals.
+ Experience in Level of Effort (LOE) contracting.
+ Experience with award fee contracts.
+ Understanding of manufacturing principles and practices.
+ Management of direct reports.
+ Active PMP (Project Management Professional) or PgMP (Program Management Professional) Certification or the willingness to obtain certification.
+ Active TS/SCI with a full-scope poly.
Primary Level Salary Range: $178,500.00 - $280,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
