Job Summary
The Administrative Services Manager for the Marion County Forensics Service agency is responsible for managing and streamlining administrative operations to ensure organizational efficiency and compliance. This role oversees office supply management, budgeting, and the development of policies and procedures that support daily operations. Key responsibilities include scheduling, calendar management, court document preparation, and maintaining purchasing records.
The position also coordinates essential services such as telecommunications, mail, and printing, while conducting cost analyses and negotiating vendor purchases. The administrator serves as a liaison with law enforcement agencies and the DEA, ensuring secure handling of forensic evidence, lab reports, and confidential data.
In addition to supporting HR functions—such as payroll, attendance, and employee documentation—the role contributes to strategic planning and budget development. The Office Administrator plays a vital role in maintaining inventory, processing purchase orders, and ensuring vendor payments, all while upholding confidentiality and responding to public records requests. Flexibility is essential, as responsibilities may evolve based on organizational needs.

The purpose and mission of the Indianapolis-Marion County Forensic Services Agency is to serve the Marion County Community and support the needs of the Criminal Justice System by providing services in Crime Scene Processing, Latent Print Processing and Examination, Blood Alcohol Analysis, Seized Drugs Analysis, Firearms Examinations and NIBIN, DNA and Serology Analysis and Forensic Evidence Technician (Morgue Liaison) services. Position Responsibilities
Key Responsibilities
+ Serves as the first point of contact for visitors and callers, provides updates on forensic analysis, and responds to inquiries from public safety agencies, ensuring appropriate follow-up and resolution.
+ Oversee and support all administrative duties to ensure smooth office operations, including managing office supplies and budget.
+ Develop and implement office policies and procedures.
+ Identify and implement process and office management improvements.
+ Provide administrative support, including scheduling meetings, maintaining calendars, conducting research, organizing lab tours with community partners and public safety agencies, and creating reports.
+ Prepares and compiles grant-related reports and documentation to support the Deputy Director’s grant management responsibilities and ensure compliance with reporting requirements
+ Maintain records, files, and documentation related to purchasing.
+ Plan and coordinate administrative services such as printing, mail, telecommunications, and purchasing.
+ Conduct cost investigations and negotiate purchase prices for office supplies and equipment.
+ Serve as a liaison with local, state, and federal law enforcement agencies to coordinate work activities.
+ Ensure proper management, distribution, and safeguarding of laboratory reports, statistical data, and confidential information.
+ Conduct forensic evidence inventory and compile statistical data as needed.
+ Support human resource functions, including employee documentation, attendance, payroll, and ensuring timely payment of personnel.
+ Advise the Chief Operating Officer on purchasing measures and evaluate suppliers
+ Coordinate with the Drug Enforcement Agency on purchasing standards for testing.
+ Provide input for strategic and budgetary planning processes.
+ Review purchase requests, create requisitions and purchase orders, track order status, and manage vendor payments.
+ Maintain an active inventory of laboratory-wide office supplies.
+ Maintains the confidentiality of all information and responds to ‘public records’ requests.

Qualifications
Bachelor's Degree in Business Administration, Law, Public Administration, Human Resources, Office Management, or a closely related field, and four (4) years of prior related work experience required. One (1) year of work experience may be substituted for each year of required education.
A strong understanding of the criminal justice system is essential, including familiarity with the sensitive and confidential nature of evidence control. The position also requires demonstrated experience with court-related documentation, courtroom procedures, and responding to legal and public records requests. The incumbent must be capable of interpreting and preparing materials for legal proceedings and maintaining compliance with applicable regulations.
The individual must be willing and able to complete internal and/or external training in firearms safety and handling, forensic administration, and OSHA rules and regulations. Excellent customer service skills are required, with the ability to interact professionally and courteously both in person and by phone.
Proficiency in word processing, spreadsheets, databases, and other office software is essential. The ability to type, update, and create reports and spreadsheets is required. Candidate must demonstrate creativity and initiative when handling unstructured tasks or projects and be able to prioritize effectively in time-sensitive situations. Strong verbal and written communication skills are necessary for success in this role.
