    Overview

     

    The purpose and mission of the Human Resources Division is to provide the highest quality of service in the areas of Talent Acquisition, Employee Relations, Compensation & Benefits Administration, Performance Management, Record Retention, and Training & Development; by cultivating a productive, collaborative, and compliant work environment for our workforce to meet the needs of the residents of Indianapolis and Marion County.

     

    The Manager of Compensation & Records is responsible for the strategic planning, development, implementation, and administration of compensation programs and employee records management for the City-County government. This role ensures all compensation and records programs align with organizational goals, remains competitive within the government sector, and complies with applicable policies and regulations.

     

    The position also oversees the integrity and accuracy of employee data within the Human Resources Information System (HRIS) as well as other systems supported by the HR team; and improving data systems. The Manager of Compensation & Records is responsible for EEO-4 reporting, functional testing for special projects, position evaluations, assuring thorough audits, reports, and compensation programs are administered in compliance with City-County policies and government regulations. The Manager of Compensation & Records will be responsible for ensuring Cost of Living Adjustments and Contract increases are appropriately entered into the HRIS, yearly. This position is also responsible for the management of employee’s records. This role directly supervises the Compensation & Records team and reports to the Deputy Director of Employee Success.

    Position Responsibilities

    + Lead the design, implementation, and administration of enterprise-wide compensation programs and policies.

    + Develop strategic initiatives and performance metrics for the Compensation & Records team, providing training, development and day-to-day management.

    + Lead strategic hiring committee in coordination with the Talent team.

    + Oversees the organization, maintenance, and compliance of employee records, including electronic file management and audit readiness.

    + Ensures local and state records retention laws are followed.

    + Manage and delegate tasks to the Compensation & Records team, including one-on-ones with the team to maintain goals and

    + Present compensation processes at executive onboarding and new manager training.

    + Collaborate with the Marion County Auditor’s Payroll Division and the Information Services Agency to enhance HRIS functionality, ensure data integrity and streamline HR processes.

    + Ensure compensation practices comply with local, state, and federal regulations, including wage and hour laws.

    + Conduct position evaluations, create and revise job descriptions, complete job task analysis, and make data-driven grade and salary band recommendations.

    + Prepare files and submit EEO-4 reports, biennially.

    + Prepare compensation proposals and documentation for new or modified positions.

    + Prepare and send spot bonus and incentive plan memos, yearly.

    + Review premium pay proposals.

    + Collaborate with Office of Corporation Counsel and the Controller’s office on special projects, incentive plans, spot bonuses and premium pay proposals.

    + Ensures cost of living increases and collective bargaining agreement increases are entered timely, on a yearly basis.

    + Participate in annual ad hoc salary surveys to inform market competitiveness and internal equity.

    + Analyze compensation trends and recommend updates to compensation structures and policies.

    + Participate in two annual market salary surveys for city government markets.

    + Respond to and audit equity and pay disparity inquiries, providing analysis and recommendations.

    + Ensure timely and accurate processing of compensation and records updates in HR systems.

    + Champion excellence in customer service across interactions with employees, agency leadership, elected officials, and external stakeholders.

    + Occasionally, work nights and weekends.

    + Ensure confidentiality and security of all HR and payroll-related records and data.

    Qualifications

    Minimum Job Requirements and Qualifications

    Bachelor’s Degree in Human Resources or a related field with three (3) to five (5) years’ experience. Demonstrated understanding of HR best practices and relevant employment laws and regulations. Experience working with HRIS platforms and maintaining HR data integrity. Strong analytical, problem-solving, and communication skills. Relevant work experience may be substituted for education.

    Preferred Job Requirements and Qualifications

    Master’s degree in human resources, or a related field. Two (2) years of supervisory experience. Experience in government or public sector human resources.
