The Louisiana Department of Environmental Quality is seeking a dynamic Training and Development Program Staff Manager 1 to spearhead agency-wide training initiatives, drive leadership development, and oversee critical safety and compliance programs. Minimum Qualifications
Seven years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR
Six years of full-time experience in any field plus four years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR
A bachelor's degree plus four years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR
An advanced degree in education, instructional design, business or public administration, industrial and organizational psychology, organizational behavior or human resources plus three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services.
EXPERIENCE SUBSTITUTIONS:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
+ Lead agency-wide training programs, including environmental regulatory compliance, professional certifications, and mandated instruction.
+ Design and oversee leadership development and succession planning to cultivate future DEQ leaders and retain top talent
+ Manage the employee medical surveillance program, ensuring OSHA compliance and tracking specialized health data.
+ Coordinate fire drill and emergency response protocols for the Galvez Building, collaborating with multiple agencies and safety personnel.
+ Develop and maintain training databases and reports using SAP and other systems to support strategic planning and compliance tracking.
Position-Specific Details:
Appointment Type:Either a probationary appointment, job appointment (a temporary appointment not to exceed four years), or promotion of a permanent classified employee. If the position is filled as a job appointment, it could be converted to a probational appointment should funding become available.
