    At the Louisiana State Police Training Academy Operations Section, our mission is to ensure the highest standards of training and operational readiness for all personnel, including Troopers, Cadets and all other commissioned personnel. We are dedicated to fostering a supportive and effective learning environment that promotes excellence in law enforcement. We strive to implement sustainable practices that enhance operational efficiency and safety, ensuring our level training reflects the commitment to serve and protect the citizens of Louisiana.

     

    We’re looking for aTraining and Development Program Managerthat is focused on developing and implementing statewide training initiatives for law enforcement personnel. This role involves supervising data collection, operating advanced training equipment like a de-escalation virtual simulator, and certifying staff to enhance training effectiveness. The candidate will also prepare courses, introduce innovative technologies, and contribute to producing disciplined and competent law enforcement professionals.

    An ideal candidate should possess the following competencies:

    Training and Development Expertise:Ability to design and implement effective training programs tailored to law enforcement personnel.

     

    Leadership Skills:Strong leadership and supervisory capabilities to guide training teams and foster collaboration.

     

    Communication Skills: Excellent verbal and written communication skills for engaging with diverse stakeholders and delivering training materials effectively.

     

    Analytical Skills:Proficiency in analyzing data and metrics to inform training strategies and enhance program effectiveness.

    Minimum Qualifications

    Six years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR

     

    Six years of full-time experience in any field plus three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR

     

    A bachelor's degree plus three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR

     

    An advanced degree in education, instructional design, business or public administration, industrial and organizational psychology, organizational behavior or human resources plus two years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services.

    EXPERIENCE SUBSTITUTIONS:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

     

    Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

    Job Duties and Other Information

    Job Duties:

    + Develop Comprehensive Training Plans:

    + Create and implement a statewide training plan that aligns with agency goals.

    + Serve as a liaison between various law enforcement agencies to enhance training practices and share best practices.

    + Supervise Subordinate Staff :

    + Oversee the work of team members involved in data collection and administrative tasks related to training programs.

    + Ensure compliance with federally required statistics and reporting for program effectiveness.

    + Strategic Planning for Training Initiatives:

    + Develop and implement strategic plans for new statewide training initiatives.

    + Provide oversight for the successful execution of these initiatives, including the integration of Information Technology training.

    + Operate Training Equipment:

    + Utilize necessary equipment to achieve training objectives, including de-escalation virtual training tools.

    + Certify Training Academy staff and selected personnel to become statewide trainers in the de-escalation program.

    + Administer Statewide Training Programs:

    + Manage programs with cross-jurisdictional impacts, ensuring a cohesive approach to training delivery.

    + Deliver training courses that require minimal preparation, adapting methods to suit various audience needs.

    + Prepare and Review Training Materials:

    + Participate in the preparation and review of training materials for regularly scheduled courses.

    + Create visual aids that enhance instructional content and assist in maintaining comprehensive training records.

    + Introduce New Technologies:

    + Present the virtual simulator and other innovative training tools to stakeholders in the law enforcement community.

    + Evaluate new technologies to identify opportunities for enhancing training program effectiveness.

    + Conduct Research for Training Development:

    + Collaborate with Training Academy staff to develop comprehensive training materials based on research findings.

    + Ensure that training content meets the highest standards of teaching and writing competency.

    + Perform Additional Duties:

    + Execute any other tasks necessary for the effective operation of the agency and its training programs, adapting to evolving needs as required.

    Position-Specific Details:

    Appointment Type: Probational, Promotional, or Job Appointment

     

    Career Progression: This position is not Career Progression Group eligible.

     

    Work Schedule:Work hours are 7:00 AM to 3:00 PM, Monday - Friday.

     

    Compensation: The salary offered will be determined based on qualifications and experience.
