    Job Description

    Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).     Responsiblities

     

    The Nevada National Security Site (NNSS) is seeking a professional Range Master to join our Protective Force (Pro Force) team. In this Security and Emergency Services (SES) role, this individual serves as the senior on-site safety authority for all range operations and training exercises involving live-fire weapons or engagement simulation systems. The ideal candidate for this position is an individual with a high level of experience in Military/Law Enforcement training operations that can oversee a high tempo, high risk training and evaluation program and offer meaningful and timely answers to training needs. This individual should be a self-starter who can work independently or with small teams to synthesize solutions to enhance the training experience of a compliant highly trained Protective Force.

    Key Responsibilities

    + Coordinate and approve range scheduling in accordance with training calendars and mission requirements.

    + Maintain the conduct range safety briefings and ensure compliance with Department of Energy (DOE) Order 473.2A, 10 CFR 1046, and other applicable safety directives.

    + Enforce range safety standards, including clearance of danger areas, surface danger zones (SDZs), engineered access controls and administrative movement controls.

    + Oversee the initial and maintenance qualification of the Protective Force Training Instructor Cadre to ensure that only qualified instructors deliver the commensurate training to their level of qualification.

    + Monitor instructor and student inspection of weapons, ammunition, and safety gear prior to training events.

    + Supervise the setup and teardown of range layouts according to training objectives and risk assessments.

    + Coordinate with site maintenance personnel and/or external vendors to ensure operational readiness of target systems, infrastructure, and safety barriers.

    + Maintain range logs, incident reports, ammo turn-in records, and risk assessments.

    + Act as the liaison between Operations Command Center staff, training management, instructor cadre, occupational medical personnel, and site emergency response teams.

    + Serve as POC for all controlled documents related to safe range operations (e.g. operational procedures, range risk assessments).

    + Train subordinate personnel and range safety officers (RSOs) on operational procedures and safety protocols.

    + Monitor weather and environmental factors that may impact range safety or scheduling.

    Qualifications

    + Associate degree in field related to the position plus at least eight years progressive related experience; or a High School diploma plus 10 years progressive related experience.

    + Experience with military/law enforcement/security-related weapons and munitions required. Combat-arms, armorer, military police, or sworn law enforcement experience preferred.

    + Experience with military/law enforcement safe range practices required.

    + Must be currently trained or able to be trained and certified as a DOE Firearms Instructor for both initial and recurring recertification at the 90% requirement level.

    + Other qualifications and certifications may also include Basic Instructor Training.

    + Must be willing and able to wear a respirator and pass a mask fit.

    + Knowledge of Basic Readiness security police officer requirements, to include mental alertness and reliable judgment.

    + Proficient in knowledge of training systems and equipment associated with Military/Law Enforcement weapons, tactics and simulation.

    + Proficient knowledge following training of Federal and State Laws and Regulations, Department of Energy (DOE) Orders, Manuals, Guides, and Standards, NNSS/Nevada Nuclear Security Administration (NNSA) and MSTS policies, procedures, and orders as they relate to Protective Force services, Classified Matter and Operations Security.

    + Maintain successful participation in the Human Reliability Program (HRP), and CFR 1046 Weapons and Instructor qualifications.

    + Ability to supervise others in performance of range related tasks.

    + Ability to work with cross-cutting teams to develop and adapt solutions and systems for safe training and range operation.

    + Ability to build and lead teams.

    + Ability to monitor and measure performance.

    + Ability to provide timely meaningful feedback to students and instructors based on performance measurement and field observation.

    + Ability to problem solve.

    + TRF100 – Initial Entry Training.

    + TRF200 – Initial Special Response Team Training.

    + Basic Tactical Entry.

    + Designated Marksman Training.

    + Basic Instructor Training.

    + Tactical Combat Casualty Care.

    + Proficient with Microsoft Office.

    + Ability to read, understand, and follow instructions in English.

    + Must be at least 21 years of age.

    + The primary work location is located at the Nevada National Security Site, located approximately 65 northwest of Las Vegas, Nevada.

    + The work schedule will require the ability to workday and night shifts ranging from 10 - 12 hours, Monday through Sunday, based on mission requirements.

    + Pre-placement physical examination which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    + Must possess a valid driver’s license.

     

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

     

    **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.     Hourly rate range for this position is: $31.02 - $46.53.
