We are actively seeking a Program Manager to manage a BPA and Call Order Issues to provide investment, oversight, engagement, and outreach services for the National Public Safety Broadband Network.
Work Description:
The Nationwide Public Safety Broadband Network (NPSBN) Investment, Oversight, Engagement, and Outreach Services contract supports the FirstNet Authority's ability to take actions necessary to ensure the building, deployment, and operation of the nationwide public safety broadband network, consult with public safety entities, and reinvest in the NPSBN.
BluePath Labs is seeking an experienced Program Manager to lead efforts that includes but are not limited to: public safety outreach and engagement, technical analysis, and efficient program and project management. This work will drive the improvement of the network through strategic investments that address first responders' evolving operational needs.
The Program Manager is responsible for the BPA and associated Calls Orders and will manage teams and provide direction to Task Leads and program support staff. The Program Manager will be the primary interface with the government's Contracting Officer's Representative (COR) and the Contracting Officer (CO) and will work with technical leads to define tasks, establish schedules, and manage quality of deliverables throughout the program lifecycle.
Responsibilities: The Program Manager will support tasks such as:
+ Manage phase in activities, working with the Government to establish requirements for initial deliverables and onboarding new team members, manage knowledge transfer activities, and monitor and report on Transition Progress
+ Lead call order activities related to public safety stakeholder engagement, internal and external communications, data administration and analytics, and other program requirements
+ Draft program/project plans, provide updates, and manage resource levels with relevant experience for project
+ Develop schedules, including identifying, defining, and sequencing key activities
+ Draft technical documents and presentations for a wide variety of potential audiences that include senior executive leadership and the FirstNet Authority Board, government oversight bodies, public safety stakeholders, international standards bodies, vendors, the general public, etc.
+ Review, measure, and track approved program and project metrics for success.

Minimum Requirements:
+ Minimum of 10+ years of experience in a Program Manager/Project Manager role
+ Bachelor's Degree
+ Demonstrated relevant experience managing large scale program support services contracts
+ Demonstrated relevant knowledge and experience with a multi-state or national public safety communications program or project
Preferred Qualifications:
+ Exceptional verbal, written, and graphical literacy in their staffing plans and submissions
+ Experience in implementing all project management life cycle phases including initiation, planning, execution, monitoring, and closure
+ Understanding of common style guides and publishing quality standards
+ FAC P/PM Certification or demonstration of relevant competencies
+ Independent problem-solving
+ Strong writing and editing skills
+ Willingness to learn
+ Ability to collaborate and work effectively remotely and in-person
