Job Description
MINIMUM QUALIFICATIONS
Education
+ Graduation from an accredited college or university with a bachelor’s degree in Human Resources or a related field.
+ In lieu of a Bachelor’s degree, a High School Diploma or GED and four (4) years of experience in customer service, processing human resource data or working in a Human Resources/Human Capital department.
Experience
+ Five (5) years of customer service experience, processing human resources data or working in a Human Resources/Human Capital department.
Certification/Licensure

SUMMARY
The Human Capital Shared Services (HCSS) Specialist II is responsible for the daily processing of all PeopleSoft HCM manager/employee self-service transactions and other ad hoc request that range from low to high level in complexity with the highest degree of accuracy. The HCSS Specialist II serves as a subject matter expert for all PeopleSoft HCM transactions, and must possess knowledge of the various Human Capital (HC) disciplines to successfully research and respond to customer inquiries and requests. The incumbent in this role is also responsible for the data integrity by performing quality assurance and analyzing all transactions entered. The incumbent works under general supervision and direction of HCSS Specialist III.
ESSENTIAL FUNCTIONS
+ Analyzes and processes all data transactions (manager/employee self-service transactions and ad-hoc request) by understanding and applying HC policies, procedures, Collective Bargaining Agreements (CBA) and systems rules. Ensures that all transactions are appropriately approved prior to saving and validate data for data integrity purposes.
+ Researches transactions that range from low to high complexity by utilizing reports and partnering with PeopleSoft HCM Specialists, Reporting Analysts, Business Process Owners and IT Developers.
+ Addresses and resolves routine problems as well as complex issues following established policies and procedures.
+ Reviews and processes Job Code/Job Description Forms to create and update job codes on the job code table, update the non-person profile and the job posting library.
+ Investigates, identifies and resolves any errors and escalates to the Manager, Human Capital Shared Services as needed.
+ Partners with PeopleSoft HCM Administrators and/or IT Developers and makes recommendations for system enhancements/process improvements.
+ Manages tickets in Computer Associates Service System and provide Tier 1, Tier 2 and Tier 3 support before escalating to the appropriate functional area SMEs.
+ Provides oral and written correspondence outlining recommendations for developing and implementing corrective measures for finalizing transactions. Also, responds to inquiries via email and phone regarding transaction processing status, and other related questions.
+ Works with Payroll and HC regarding employee data issues and monitors incorrect data on the employee job record.
+ Provides support for user acceptance testing and identification of system and user-interface issues; and provides feedback to HCSS leadership.
+ Develops, updates, and maintains work process documentation and standard operating procedures.
+ Processes, maintains and reconciles all Form I-9 employment eligibility verifications during the onboarding of new and rehired employees.
+ Processes, employee transactions based on Human Capital and CBA rules and requests supporting documentation when needed.
+ Provides HCM system user assistance to internal customers.
OTHER FUNCTIONS
+ May be assigned to a team to assist with the development of test scripts that will identify system or work process impacts or discrepancies.
+ May be assigned to special Human Capital projects as HCSS SME.
+ Provides guidance/training regarding usage of HCM self-service system capabilities.
+ Assists employees with WMATA’s outsourced employment verification process.
+ Trains new PAR Delegates while conducting brown bag sessions for existing PAR Delegates to keep them abreast of system enhancements/changes.
+ Supports Manager, HC Shared Services in developing and tracking HCSS metrics.
