Summary:
Under the general supervision of the Vice President Mission Integration, the Director organizes and directs emergency preparedness and security, parking lot and grounds keeping programs for Hospital at multiple locations. The Director assesses, recommends and implements policies and procedures to ensure the safety and security of Hospital. The Director is responsible and accountable for developing and maintaining a financial forecast and operating budget for each cost center to ensure cost-effective operations. The Director has overall responsibility for performance management within the Security and Parking departments, including timely performance appraisals, hiring, scheduling of staff, and enforcement of hospital-wide as well as department policies and procedures. Acts as a liaison with local, state and federal law enforcement agencies on all matters pertaining to emergency preparedness and security. The incumbent performs duties in accordance with performance standards. The incumbent may have access to highly confidential patient, employee, and proprietary information, and must handle and protect the information in accordance with hospital and system policies, HIPAA requirements, and the highest level of ethical standards. The incumbent is responsible for reporting all security events, potential events, and other security risks to the organization. The incumbent is accountable for employee safety and will attend safety and loss-control training, engage in injury prevention, perform accident and injury investigations including conducting root cause analysis, and assist in returning employees to regular duty. The incumbent is responsible for participating in and completing all patient safety initiatives appropriate to the position, and conducts all job responsibilities according to the Mission and Values of Hospital.
Responsibilities:
1. Corporate Compliance • Communicates and enforces the system-wide Corporate Compliance program for Mercy Health System of Maine. • Reports any potential or real ethical, legal or regulatory violations to the Corporate Compliance Officer. • Encourages staff to report Corporate Compliance issues either directly or through the Mercy Compliance Line (may be anonymous). • Assists with investigations into alleged violations, and the development and implementation of disciplinary and/or corrective action as indicated. • Continually assesses the department for compliance with all federal, state, local and other regulatory (The Joint Commission, OSHA, CMS etc.) requirements. • Completes annual staff training, ensuring staff understanding of participation in the above. 2. Directs Emergency Preparedness. • Implements programs and policies for Emergency Preparedness and Planning, Response and Mitigation, and Recovery and Evaluation in the event of a disaster. • Co-chair of the Emergency Preparedness Committee • Coordinates and implements programs in order to meet compliance with State, Joint Commission, OSHA, and CDC guidelines and recommendations under the purview of Emergency Management. • Actively participates in and leads implementation of new initiatives. • Develops and delivers Administrator on Call training. • Creates and evaluates all emergency response drills (or actual response) to identify needed internal and external improvements. • Collaborates with Federal and State agencies such as Federal Emergency Management Agency (FEMA), Centers for Disease Control and Prevention (CDC), Maine Bureau of Health, Other DHS Bureaus such as Department of Defense, Maine Emergency Management Agency (MEMA),County Emergency Management Agencies, local first responder agencies (Southern Maine EMS), Health Care Coalition of Southern Maine (HCCSM), and other state public health emergency/bioterrorism planning and response agencies especially in the northeast. • Maintains the chain of command and management system programs in compliance with Federal Guidelines (Incident Command System) for emergency preparedness and response. • Identify emergency response partners to include maintaining a current directory of partners and identifying appropriate methods for contacting them in emergencies. • Assures that Northern Light Mercy regularly practices all parts of emergency response. • Assure that knowledge and skill gaps are identified through emergency response planning, drills, and evaluation are addressed. • Demonstrates readiness to apply professional skills to a range of emergency situations during regular drills and act as a resource to the Incident Command Team in the event of a disaster. 3. Performance Management: • Ensures competency of staff and addresses defined learning needs. Provides appropriate training and develops leadership and other essential skills. • Completes and administers employee performance and salary reviews in a timely, fair and consistent manner and in accordance with hospital policy, encouraging employee communication and participation. • Provides feedback that is constructive and informative to staff on an on-going basis. • Ensures recruitment, hiring and disciplinary procedures are administered fairly and according to hospital policy. 4. Participative Management: • Exercises leadership style that fosters collaboration and achieves consensus and cooperation. • Invokes employees at all levels of the organization in a supportive atmosphere, which is open to ideas. • Takes timely and appropriate actions to resolve identified issues. • Exercises patience and control, especially in difficult or stressful situations; resolves conflicts appropriately. 5. Quality Management: • Effectively assesses and improves work unit’s performance, reports and outcomes. • Supports multidisciplinary quality initiatives. • Maintains all department reports and files appropriately • Provides oversight to ensure documentation, including Incident Reports and Summaries are completed and filed in a timely manner. 6. Operations Management: • Ensures appropriate coverage of work shifts with qualified staff. Ensures that schedules are properly maintained. • Takes an active role in daily operation of department. • Allocates and delegates work effectively and sets priorities with realistically achievable goals. • Motivates and empowers staff to achieve optimal results. 7. Financial Management: • Prepares and adheres to annual budget. • Trends and uses financial information to enhance budget process. 8. Change Management: • Proactively assess the needs of the organization and leads initiatives to support enhanced security, parking or grounds maintenance. • Serves as a role model of the change expected from others. 9. Performs additional duties as required or assigned.
