JOB SUMMARY:
The Chief Human Resource Officer (CHRO) is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of talent acquisition and development, change management, organizational and performance management, employee engagement and retention, labor/employee relations and compensation and benefits. The CHRO is responsible for building and leading a high-performing HR team and implementing best-in-class HR practices that support business growth and employee engagement. In this role, the CHRO will also be responsible for ensuring compliance with all employment laws and regulations, fostering a diverse and inclusive workplace culture, and aligning HR initiatives with the company’s mission, vision, and values. The CHRO will work closely with other senior leaders to drive organizational effectiveness and ensure that the company attracts, develops, and retains top talent.
DUTIES AND RESPONSIBILITIES:
+ Establish, implement and communicate HR management and processes that effectively support the company's mission and strategic vision.
+ Develop HR plans and strategies to support the achievement of the overall business operations objectives.
+ Function as a strategic business advisor to the executive/senior management regarding key organizational and management issues. Oversee human resource information and analytics to support strategic plans and organizational policies.
+ Develop and execute talent acquisition strategies to meet the human capital needs of the organization.
+ Develop and execute comprehensive and compliant compensation and benefits plans that are competitive and cost-effective.
+ Develop and execute effective talent development strategies to support the employees and the organization including performance development, succession planning, pipeline and workforce planning, and performance assessment.
+ Provide overall leadership and guidance to the HR function by overseeing talent acquisition, retention, leadership development, employee/labor relations and compensation and benefits.
+ Establish and promote a vision and strategy that attracts, develops, and supports a diverse workforce to advance the organization’s commitment for an inclusive and welcoming culture.
+ Manage all collective bargaining agreements and relationships.
+ Oversee compliance with all legal and regulatory requirements related to human resource management and record keeping.
GENERAL COMPETENCIES:

+ All new employees are required to attend New Employee Orientation, to include the safety topic, and must complete the annual Safety Training.

+ Identifies and reports all safety hazards throughout the Hospital.
+ Reports injuries and accidents and/or errors to patients and visitors in a timely manner.
+ Completes and forwards an Incident Report when indicated using the Hospital’s reporting system.
+ Responds to fires and/or fire drills using the appropriate procedure.
+ Follows the Tobacco Free Environment Policy.
+ Manages waste and hazardous materials in the proper manner.
+ Uses the Safety Data Sheets when needed.
+ Performs appropriately in actual or simulated Internal Emergency Preparedness episodes.
+ Performs appropriately in actual or simulated External Emergency Preparedness episodes.
+ Uses proper body mechanics and lifting techniques.
QUALITY/PATIENT SAFETY/PERFORMANCE IMPROVEMENT
+ Strives to exceed Quality and Safety benchmarks quarterly and annually, as established from the Annual Operating Plan (AOP).
+ Abides by service, quality, safety and productivity standards.
+ Supports the Agency for Healthcare Research and Quality (AHRQ) Safety Culture Survey and the Implementation of Improvements, as indicated in the AOP. Develops action plans as required.
+ Identifies problems/issues/risks and formulates effective solutions to mitigate them. Uses Hospital notification system for reporting such problems/issues/risks.
+ Participates in Performance Improvement activities such as Root Cause Analysis or Healthcare Failure Mode and Effect Analysis (HFMEA) when appropriate and required.
+ Implements solutions borne out of a Root Cause Analysis or HFMEA when appropriate.
+ Leverages the Lean methodology to document and continually improve processes when applicable.

+ Wears one’s Identification Badge at all times while at work.
+ Adheres to policies relating to computer security.

+ Follows standard of universal precautions and use of appropriate personal protection equipment.
+ Works to reduce the risk of health care acquired infections through compliance with current Centers for Disease Control (CDC) hand hygiene guidelines.
+ Standard Precautions area utilized during patient contact and when handling contaminated materials, when necessary.
+ Is knowledgeable of and demonstrates compliance with all National Patient Safety Goals in preventing healthcare acquired infections.
+ Adheres to infection control and safety policies.
ATTENDANCE AND PUNCTUALITY
+ Maintains the responsibility for punctuality and attendance to ensure optimal operation of the department.
+ Meets Hospital attendance policy as defined in the Hospital policy manual.
+ When an unscheduled absence from work is necessary, the department is notified according to department policy.
+ Submits requests for Paid Time Off, days off, etc. in accordance with department policy.
EDUCATION AND RELATED EXPERIENCE:
Required:
+ A BS/BA degree from an accredited college/university; MBA or MA/MS in human resources or related field highly preferred.
+ A minimum of 10 years of HR experience, with at least five years of executive HR experience and a strong preference within a healthcare environment.
+ Experience working in a union environment particularly in healthcare.
+ SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) certification preferred.
+ Experience successfully implementing innovative HR strategies in a complex environment to achieve business objectives.
+ Experience building and leading successful teams.
+ Excellent verbal, presentation, and written communication skills.
+ Excellent interpersonal and conflict resolution skills.
+ Excellent organizational skills and attention to detail.
+ Strong analytical and problem-solving skills. A deep understanding of HR systems, data analytics, and workforce planning is essential.
+ Strong supervisory and leadership skills.
+ Thorough knowledge of employment-related laws and regulations.
+ A highly driven leader who is well versed in human resources practices, can collaborate and engage with leaders and staff.
+ Ability to work under pressure while maintaining a sense of calmness.
+ Proficient with Microsoft Office Suite or related software.
