    DEFINITION

    Under direct supervision, of the Assistant Director of Compliance, the Quality Assurance Manager will coordinate and direct monitoring for compliance with Head Start Performance Standards, State and Federal regulations at all centers and with program partners. This position will also receive guidance from the Child Development Associate Program Director and ensure coordination with MAAC's compliance department unit, Assistant Director of Compliance, around assignments including, but not limited to, reviews, self-assessments, and monitoring

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    + Develops, implements and maintains effective ongoing monitoring systems to include appropriate monitoring processes, reports, checklists, policies, corrective actions plans and monitoring schedules [e.g. Self-assessment, Safe Environments, etc.].

    + Reviews and revises monitoring processes as needed in consultation with key staff both at the Child Development Program and at MAAC Administration.

    + Provides oversight for the design of a comprehensive system for on-going monitoring, data analysis, evaluation and report writing for all program service areas and management systems for the operation.

    + Collaborates with Partner Manager to develop on-going monitoring schedules and coordinates technical assistance for program partners that are aligned with the MAAC program goals.

    + Works closely with the senior management staff to provide the Program Director, Associate Directors and other appropriate parties with regular reports and analysis of program compliance status, including but not limited to ChildPlus data analysis/ trends, Risk Assessment Center reports, other tracking mechanisms.

    + Conducts and/or coordinates internal on a routine basis, and as needed.

    + Ensures Corrective and Quality Improvement Plans contain content and strategies to address identified problem areas.

    + Establishes and maintains a complementary partnership-type working relationship with the Director of Compliance and department heads when monitoring to coordinate and ensure such compliance as required at the agency level.

    + Assists MAAC's Director of Compliance and other staff in developing and implementing tools to document and monitor compliance program for the Child Development Program.

    + Works with Service Area & District Managers to develop, revise, and monitor various areas of compliance and quality improvement.

    + Establishes and maintains positive, constructive working relationships with Program Partners to ensure their compliance with program requirements.

    + Ensures procedures are in place to maintain a high quality Child Development monitoring program, consistent with federally mandated performance standards and federal reviews.

    + Provides ongoing technical assistance related to quality issues and challenges to management and center staff.

    + Participates in monitoring centers on a semi-annual basis.

    + Provides data and identified trends to key staff and other management staff to assist with the development and implementation of a coordinated training plan that addresses planning and evaluation areas.

    + Assists with reports and/or communication to the MAAC Board of Directors, Board or Policy Council Committees and/or the Head Start Policy Council.

    + Participates in the southern California Quality Assurance Compliance Cluster.

    + May conduct monitoring and program evaluation of other MAAC departments/programs, if funding allows.

    + Utilizes ChildPlus as a platform for monitoring, tracking and assessment.

    + Researches, compiles and analyzes data and information to track and manage outcomes.

    + Provide technical assistance and training activities as needed for staff.

    + Serves on agency committees as assigned.

    + Performs other related duties as assigned

    QUALIFICATIONS AND SKILLS

    Knowledge of:

    + Quality monitoring systems and programs operating in a non-profit setting

    + ChildPlus and other data collection systems

    + Head Start Performance Standards, State Preschool and State Licensing Regulations and/or other related State or Federal requirements.

    Ability to:

    + Provide, develop, manage and implement short and long-range strategies and plans related to areas of responsibility

    + Plan, organize, direct and integrate the activities of comprehensive diversified programs to meet MAAC goals and objectives.

    + Exercise judgment, diplomacy, discretion and a high level of independence in handling matters of a sensitive nature; promote and maintain positive staff, participant, and community relations.

    + Understand, interpret, explain and apply MAAC policies and procedures and applicable federal, state, and grant requirements.

    + Demonstrate excellent organizational and communication (verbal and written) skills.

    + Design, modify, or administer written assessment instruments (e.g. pre/post tests and surveys).

    + Provide ongoing staff training on data collection methods, evaluation concepts, and use of computers for data entry.

    + Deal effectively with a wide range of individuals and organizations.

    + Interact effectively with people of different cultures and socio-economic backgrounds, particularly in the context of human resources (http://en.wikipedia.org/wiki/Human\_resources) , non-profit organizations (http://en.wikipedia.org/wiki/Non-profit\_organization) , and government agencies who work with persons from different cultural/ethnic backgrounds.

    + Present proposals and recommendations clearly, logically and persuasively in public meetings.

    + Represent MAAC effectively on a variety of difficult, complex, sensitive and confidential issues.

    + Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials.

    + Exercise sound, expert independent judgment within general policy guidelines.

    + Exercise tact and diplomacy in dealing with sensitive and complex issues and situations.

    + Establish and maintain effective working relationships with MAAC management, staff, community and business leaders, local elected officials, representatives of community, professional and business organizations and funding agencies, donors, volunteers, the media, the public and others encountered in the course of work.

    EDUCATION/EXPERIENCE/CERTIFICATION

    + Bachelor’s Degree in Early Childhood Education, Education, Psychology, Social Work, Public Administration, Quality Management or a related field with an emphasis in Early Childhood Education

    + Five (5) years of increasingly responsible experience performing work in Head Start or a Child Development program, that includes a minimum of three (3) years of successful management and supervisory experience

    + Experience working with State and Federal regulated Child Development Programs

    + Proficiency in Microsoft Office Suite including Word, Excel, Outlook, Power Point, and databases such as ChildPlus

    + Bilingual (English/Spanish) speaking, reading, and writing preferred

    HEALTH STATUS

    Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

    Physical Demands

     

    While performing the duties of this class, an employee is regularly required to stand, walk and sit, talk or hear both in person and by telephone, uses hands to finger, handle or feel objects or controls, reach with hands and arms. An employee also is regularly required to stoop, kneel, bend, crouch or crawl, climb or balance and lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.

     

    Mental Demands

     

    While performing the duties of this class, the employee is regularly required to use written and oral communication skills; read and interpret information; analyze and solve problems; observe and interpret people and situations; use basic math; learn and apply new information or skills; work under intensive deadlines and interact with MAAC management, administrators, staff, teachers, parents, family members, children and others encountered in the course of work.

    BACKGROUND CLEARANCE

    All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

     

    Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

    TRANSPORTATION

    Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
