    Facilities Procurement Director - Office of the Facilities Maintenance, Operations, and Emergency Response

    POSITION DETAILS

    The Division of Facilities Planning, Construction, and Management (FPCM), Office of the Facilities Maintenance, Operations, and Emergency Response, is seeking a dynamic and experienced Facilities Procurement Director to provide strategic leadership and oversight for the office’s procurement activities including sourcing, purchasing and contracting of goods and services necessary for the office’s operation.

    Reporting to the Executive Director for Facilities Administration and JOC’s (Job Order Contract) program, the Director’s responsibilities include:

    + Oversee all tax levy and non-tax levy purchases, including developing bid specifications, advertise in the City Record and NYS Contract Reporter, negotiate contracts with vendors based on price and product specifications through a variety of procurement methods - Invitation for Bids (IFB), Requests for Proposals (RFP), Request for Qualifications (RFQ) Expressions of interest, issue of addenda, public opening of bids, vendor site visits etc.

    + Oversee preparation and timely submission of CUNY Board Resolutions as well as compilation of contract packages for all applicable procurement vehicles, including the state and other funding sources.

    + Review, evaluate, and approve unit member assignments, create actionable procurement project plans to deliver on key/critical projects, and regularly provide updates to necessary stakeholders, as directed by management.

    + Analyze and evaluate current purchasing procedures, recommend operational efficiencies to the Executive Director of Facilities Administration and JOC’s program that will assist the Facilities team in achieving its overall objectives.

    + Evaluate and identify opportunities to streamline the workflow and improve efficiency in the procure-to-pay process in collaboration with members of the FPCM, accounts payable, budget, and relevant accounting offices.

    + Supervise office procurement and fleet management staff, provide training, supervision, and professional development as needed, and ensure all activities related to the acquisition of goods and services are performed following applicable CUNY, NYS, and Federal guidelines and regulations.

    + Serve as the Unit’s advocate and compliance officer with the use of minority and women-owned business enterprises (MWBE) and service-disabled veteran-owned businesses (SDVOB) for the college’s procurements.

    + Coordinate with the CUNY Office of the General Counsel and other relevant entities to ensure appropriate approvals for contracting actions.

    + Build and lead a high-performing team that fosters creativity, collaboration, and customer-focused service.

    + Perform other related duties as needed.

    NOTE:

    Until further notice, this position is eligible for a hybrid work schedule.

    QUALIFICATIONS

    Minimum:

    Bachelor's Degree and eight years' related experience required.

    Preferred:

    + Degree in business, economics, accounting, finance, or a closely related field

    + Experience coordinating procurement processes, including purchasing and sourcing activities, for a public/government agency

    + Demonstrated knowledge of, and experience in, City and/or State procurement process rules, procedures, and finance law

    + Experience conducting purchasing/sourcing transactions in an Enterprise Resource Planning System (ERP), such as CUNYBuy, CUNYfirst, and the State Financial System (SFS)

    + Proficiency in Microsoft Word, Excel, and PowerPoint

    + Strong organizational, interpersonal, and communication (verbal and written) skills

    CUNY TITLE OVERVIEW

    Directs a College's purchasing and contracting operations including staff supervision and legal compliance.

     

    - Oversees the procurement of all goods and services necessary for a College's operations within the parameters of CUNY and NYC procurement regulations.

     

    - Represents the College on purchasing and contract matters, providing expertise and guidance during the bidding, selection, negotiation and contract processes.

     

    - Manages and supervises the purchasing office staff to assure all activities related to goods and services are performed in accordance with the applicable guidelines and regulations.

     

    - Manages the Board Resolution process for contracts and purchases in excess of mandated amounts.

     

    - Liaisons with College, University and governmental representatives.

     

    - Provides reports to the executive administration on department operations as required.

     

    - Performs related duties as assigned.

    COMPENSATION AND BENEFITS

    The salary range is **$109,898 - $118,070** , commensurate with credentials, education, and experience.

     

    CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
