Duties Description Must have valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel, primarily throughout New York State, but occasionally out of state and some overnight travel will be required.Overtime may be required. Duties/Responsibilities:Provide support to the Bureau of Water Resource Management (BWRM) including:(1) assist with implementation of the Concentrated Animal Feeding Operation (CAFO) Program. This includes:• working with partners at Cornell, Natural Resource Conservation Service (NRCS), and NYS Department of Agriculture to improve nutrient guidelines and BMPs to help address agricultural runoff;• contribute to the Divisions CAFO Compliance Strategy and work with regional staff to ensure consistent implementation statewide;• helping to identify areas of emerging research to support data driven policies and guidance;• working directly with farms to provide onsite training and assist in problem solving and compliance with the general permit; and• manage permittee information including reviewing/tracking all relevant forms and information submittals and ensuring information is accurately entered in information systems;(2) assist with implementation of the Nonpoint Source Pollution Program. This includes:• assisting with the implementation of the Nonpoint Source Pollution (NPS) Program to set program goals, analyze water quality information to support the development of success stories, complete annual reporting requirements, update the NPS Program Five Year Plan (as needed), and coordinate with other DOW staff and state agencies on NPS programs;• working collaboratively with Division program staff and other NYS agencies to identify opportunities to accelerate implementation of nonpoint source BMPs across the state;• assisting with identifying areas of emerging research and helping with data analysis to support the development of data driven policies and guidance for the nonpoint source and State Pollutant Discharge Elimination System stormwater permitting programs:• Assisting with reviewing and scoring nonpoint source planning grants and Water Quality Improvement Projects (WQIP) applications; helping to improve or expand funding categories;• assessing the effectiveness of other state Nonpoint Source Programs strategies to bolster NY’s program;(3) assist with the development of new general permits. This includes:• working with academic partners to help continue research into effective treatmenttechnologies to address wastewater from the craft beverage industry or other industries; and • assessing the effectiveness of other state general permits and strategies associated with industrial categories to determine applicability in NY;(4) respond to inquiries and requests for information from both internal and external parties. This includes, querying information systems to produce reports to support the annual regulatory fee program, potential enforcement cases, FOIL requests and other requests for information;(5) provide training, education and outreach on compliance with the terms of the CAFO Permit and other BWRM general permits and the Nonpoint Source Pollution Program;(6) represent New York on CAFO and nonpoint source technical groups, outreach and task forces, as needed;(7) support data analysis and development of visualization and tracking tools to improve BWRM program efficiency and to effectively communicate program information ;(8) assist with development of and updates to electronic forms to support BWRM general permit programs and other BWRM programs;(9) support staff to implement Division of Water programs and initiatives.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
