    THE POSITION

    The Utilization Review Behavioral Health Program Manager (UR BHPM) is responsible for oversight of all Utilization Review functions and staff throughout CT Valley Hospital (CVH). The UR BHPM provides direct supervision to all staff in the Utilization Review Department while coordinating daily workflow. The UR BHPM works across divisions and programs to operationalize and integrate UR processes within CVH. They serve as a liaison between clinical teams, insurance providers, and case management to support timely authorizations, continued stay reviews, and discharge planning.

    + Establish and maintain program protocols and procedures;

    + Collect, track, and monitor data pertaining to Utilization Review;

    + Assess, evaluate, and monitor documentation of all hospital disciplines when performing case reviews;

    + Attend professional workshops, seminars and in-service training;

    + Supervise Utilization Review Staff in review of medical records of individuals for purposes of maximizing reimbursement revenue;

    + May review medical records and compile documents for case presentations; and

    + Organize audits of medical records for compliance with state and federal regulations.

    DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.

     

    CVH opened in 1868 as the State’s public hospital for the treatment of persons with mental illness. Today, CVH is the largest of DMHAS facilities, and includes 17 inpatient units over two campuses (Middletown and Hartford). The hospital includes both a general psychiatry and addiction services units. CVH provides comprehensive inpatient and outpatient psychiatric care and substance abuse treatment, including treatment for pregnant women and persons with dual diagnoses. Specialty areas include geriatric and special services, an integrated network of comprehensive mental health services for older adults and young adult services. The facility also runs the Traumatic Brain Injury (TBI) program which addresses the needs of TBI survivors, including reintegration into community living, independent living skills development, vocational and educational training, psychiatric, cognitive and neurological assessment and treatment, speech and physical rehabilitation as well as individual and family counseling.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

    EXAMPLES OF DUTIES

    + Assists in directing staff and operations for special programs;

    + Coordinates, plans and manages program activities;

    + Assists in formulating policy and procedures relating to general administration of a managed service system;

    + Participates in the formulation of agency policy;

    + Develops, implements and evaluates the goals and objectives consistent with agency mission and policy;

    + Interprets and administers laws pertaining to program;

    + Trains and evaluates staff;

    + Prepares and administers facility and community grant budgets;

    + Maintains contact with individuals, groups and other organizations which might impact on program operations;

    + Develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources;

    + Assesses staff needs for delivery of services;

    + Carries out policies and directives of department;

    + Assists in coordinating, planning and managing administrative and/or fiscal and clinical activities;

    + Ensures compliance with internal agency and accrediting bodies' standards;

    + Participates in the recruitment and hiring of staff, including outreach, interview and selection;

    + May assume a leadership role for agency system wide program development and administration activities;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of experience in business or health care administration or program development involving responsibility for financial management or budget development or grants management or professional health care or social services experience.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master’s degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience with quality or process improvement in healthcare settings

    + Comprehensive understanding of state and federal regulations pertaining to Utilization Review and Management

    + Experience in a supervisory or leadership role

    + Master's degree in nursing, Social Work, Healthcare Administration or a related field

    + Knowledge of best practices in medical documentation and coding

    + Experience with data collection and analysis

    SPECIAL REQUIREMENTS

    Incumbents in this class may be required to possess appropriate current licenses or certifications.
