Jacobs is seeking a driven and experienced Engineering Manager to lead capital improvement initiatives and operational support at the Wilmington Wastewater Treatment Plant, a 340 MGD facility with advanced systems including combined heat/power, pump stations, and CSO infrastructure. This full-time, on-site role offers a unique opportunity to work at the intersection of engineering, operations, and innovation — ideal for candidates with a strong technical background and a passion for public infrastructure.
The Engineering Manager will play a key role in project delivery, field support, and strategic planning, while also leading an Innovation Workshop aimed at identifying forward-thinking solutions tailored to the plant’s current conditions, regulatory landscape, and future pipeline. This position requires a minimum two-year commitment and offers a dynamic environment for professional growth and impact.
The Engineering Manager will be responsible for:
* Capital Improvement Project Management — Manage the site's capital improvements team and serve as the owner’s representative and operations interface for capital projects.
* Design Team Collaboration — Work with off-site Jacobs design teams on planning, execution, and closeout, ensuring alignment with scope, schedule, budget, and project delivery standards.
* Site Assessments & Capital Planning — Perform periodic updates to site condition assessments and contribute to long-term capital planning.
* Communication & Coordination — Act as a liaison between internal and external stakeholders—including contractors, designers, and clients—to facilitate effective communication and collaboration throughout the capital program.
* Problem-Solving — Proactively identify and resolve issues that arise during capital and major maintenance projects, ensuring minimal disruption to operations.
* Major Maintenance Oversight — Manage design, procurement, and construction for equipment renewal and replacement projects.
* Field Troubleshooting & Solutions — Work directly with Jacobs operations and maintenance staff to identify issues and develop practical solutions.
* Change Order & Client Reporting — Prepare and review change orders, and provide regular updates to the Client.
* Scope & Budget Development — Develop out-of-scope documents and implementation plans, including scope definition, scheduling, and budgeting, with coordination across funding sources and regulatory agencies.
* Innovation Workshop Leadership — Lead a workshop focused on generating innovative ideas for the Wilmington Wastewater Treatment Plant, based on current conditions, regulatory requirements, and future pipeline planning. This includes coordinating with subject matter experts to present on relevant topics and contribute to actionable solutions.

* BS degree in an engineering discipline and a minimum of five (5) years of experience serving municipal water and wastewater clients across planning, design, and construction services.
* Professional Engineering (PE) license in Delaware, or ability to obtain within the first few months of hire.
* Experience in water and wastewater projects, including all phases: studies, piloting, conceptual and detailed design, construction administration, and startup.
* Minimum of 5 years managing engineering teams in client-facing environments, with a demonstrated ability to develop talent and lead beyond task execution.
* Experience leading projects or tasks, including schedule and budget tracking, and working within multi-disciplinary teams.
* Strong communication skills, including technical writing and presentations.
* Knowledge of project specifications/drawings, bidding, construction oversight, and commissioning.
* Valid driver’s license with no major infractions.
Ideally, here’s what you will also have:
* MS in Civil or Environmental Engineering.
* Experience in wastewater plant design and construction.
* Experience in planning and overseeing field work.
* Experience working in dynamic, fast-paced environments.
* Experience in commissioning water/wastewater systems.
