    About the Indiana Geographic Information Office (IGIO):

    The IGIO facilitates developing, maintaining, distributing, and using comprehensive statewide geographic data and geospatial technology to empower governments, universities, and businesses to address issues affecting Indiana’s physical, economic, and social well-being. We:

     

    + Coordinate geospatial efforts between and among federal, state, and local governments.

    + Integrate GIS data developed and maintained by state agencies and political subdivisions into a statewide base map.

    + Develop and maintain statewide framework data layers associated with a statewide base map (orthoimagery, elevation, cadastre/parcels, PLSS, geodetic controls, addresses, street centerlines, government boundaries, and many more

    + Provide public access to GIS and framework data in locations throughout Indiana.

    Role Overview:

    The Geospatial Technology Specialist is the primary contact for all technology-related communications between customers, the GIS Teram, IT Cloud Operations, IT Security Operations Center, and vendors. You will also interact with state agencies, local government entitites, and federal government offices. You will work under the directior of the Deputy Geographic Information Officer.

    Key outcomes for this role include:

    + Evaluate emerging geospatial technologies and updates prior to their implementation across the state enterprise.

    + Lead concurrent projects and function as a senior technical expert in advanced systems, infrastructure, and applications to include GIS data management, governance initiatives, mapping tools, and enterprise solutions hosted on-premises or in Amazon Web Services (AWS).

    + Provide technical leadership and support for GIS-related projects.

    + Assist end users across GIS software platforms.

    + Facilitate access to training resources.

    + Deliver expert-level guidance and solutions.

    Salary:

    The salary for this position traditionally starts at $79,118 but may be commensurate with education or work experience.

    A Day in the Life:

    + Serve as the subject matter expert (SME) on GIS technology and resources, including tools and best practices for desktop, web, enterprise, and cloud-based solutions.

    + Enforce GIS governance policies with the deployment, access, and maintenance of enterprise GIS services and applications.

    + Act as a contact and SME for coordinating and managing enterprise GIS infrastructure, systems, software upgrades, testing, and pre-release issue tracking.

    + Stay informed of GIS operations across multi-agency enterprise environments, including the GIO Enterprise and agency-hosted platforms.

    + Provide GIS support to departments and agencies lacking internal GIS capacity—this includes data editing, workflow scripting, data integration, and spatial analysis.

    + Manage and resolve GIS user support tickets and technical requests in a timely manner.

    + Remain aware of security issues and necessary updates in coordination with the IOT security teams, as it relates to Enterprise operations.

    + Evaluate incoming agency projects for spatial components and recommend scalable GIS solutions that align with agency needs.

    + Work in close collaboration with State GIO and the team on multi-agency GIS initiatives, including inside and outside state government

    + Collaborate closely with the GIO team on cross-agency GIS initiatives within and beyond state government.

    + Coordinate and communicate on the creation and maintenance of Public facing Web maps and applications hosted in the GIO Enterprise

    + Provide after-hours support for the GIS helpdesk, enterprise systems, and server infrastructure as needed.

    + Keep current with emerging GIS technologies and assess their relevance to state agency use cases and strategic goals.

    + Present new and existing spatial tools and technologies to internal teams and statewide GIS user groups.

    + Attend relevant conferences, training sessions, and professional development events as required.

    + Maintain active involvement in GIS professional organizations and the Indiana GIS community through user groups and networking.

    + Advise staff on available GIS training opportunities and offer recommendations based on user needs and skill levels.

    This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

    What You'll Need for Success:

    Credentials:

    + a Bachelor’s Degree with 2+ years of experience, or

    + at least 6+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

    + Related certifications and coursework may be considered for education or experience.

    Additional qualifications:

    + Working knowledge of and the ability to make practical application of geography, cartography, GIS software and tools, and principles, practices, terminology, and technology of GIS.

    + Skilled in the management, application, integration, standardization, collaborative editing, hosting, consumption, and creation of spatial and related data.

    + Working knowledge of database concepts, such as versioning, keys, and schemas.

    + Thorough understanding of data collection processes and challenges, including sourced data from services, downloads, or other delivery methods.

    + Ability to integrate spatial data from several sources, identify clean and unusable data, and solution a process for cleaning of the data.

    + Ability to apply, read and edit standard Python programming language and ESRI Python scripting libraries (ArcPy and ArcGIS).

    + Ability to configure map, feature, and image services based on customer use and ESRI best practices, to achieve optimal performance.

    + Ability to organize web user permissions logically (creating groups, assigning to appropriate ESRI user levels, etc.), and integrate new users and content into existing permissions structure easily.

    + Ability to understand and make management suggestions for and knowledge of data, service, and application management in a cloud environment.

    + Ability to support state agencies with their data editing workflows.

    + Ability to administer, manage, and process datasets in a multi-user, versioned enterprise geodatabase, such as ArcSDE.

    + Ability to organize database user permissions logically and integrate new users and datasets into existing permissions structure easily.

    + Some familiarity with or exposure to open-source solutions, for instance, GeoServer and QGIS (any non-ESRI products).

    + Ability to troubleshoot complex spatial data integration or matching problems, winnowing potential causes of a problem down until reaching an ultimate cause or solution.

    + Ability to change one’s mind easily if given sufficient evidence. Adopts the scientific method to solve problems and is persistent when a solution is not easily found.

    + Ability to delegate work, set clear direction, and manage workflow.

    + Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.

    + Able to perform essential functions with or without reasonable accommodation.

    This role may provide direct supervision for one or more staff members.
