New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State.

This position is on HCR's Housing Trust Fund Corporation (HTFC). HTFC is a public benefit corporation, and a Civil Service exam is not required for this position. Candidates must meet the minimum qualifications outlined below to be considered.

DUTIES AND RESPONSIBILITIES:

+ Manage the entire employee lifecycle including recruitment, onboarding, retention, development, and offboarding for assigned program areas.

+ Coordinate and support the recruitment process, including preparing job postings, applicant tracking, interview scheduling, and correspondence with candidates.

+ Facilitate new hire onboarding, ensuring timely completion of required forms, system access, and orientation scheduling and execution.

+ Assist assigned program areas with employee/supervisor relations issues, and offer guidance on benefits, time and attendance, and agency policies.

+ Maintain and update employee records, both digital and physical, in compliance with applicable laws and regulations.

+ Assist in the planning, organization and administration of employee recognition and awards programs.

+ Responsible for monthly bill reconciliations (Medical, STD/LTD, FSA/DCAP, etc.).

+ Track and manage leave requests (FMLA, PFL, STD/LTD, etc.), ensuring accurate documentation and reporting.

+ Conduct administrative studies and analysis and preparing reports for routine and special projects, as needed.

WHO YOU ARE:

+ Bachelor’s degree and 2 years of experience.

+ Substitutions: four years of specialized experience or associate degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

+ Proficient in Microsoft Excel and Word.

+ Ability to establish effective working relationships.

+ Excellent oral and written communication skills.

+ Strong organizational skills and attention to detail.
