Position Summary
The Associate Director will help shape policy and payment strategies across state Medicaid programs and demonstration models including CMMI. This role will monitor and assess evolving policy trends at both state and federal levels, translate complex reforms into actionable business strategies, and support internal and external engagement to advance patient access, affordability, and innovation.
Key Responsibilities
+ Monitor, analyze, and interpret proposed Medicaid policy changes across state and federal legislation, state Medicaid waivers, proposed rules, guidance, budget actions, and other regulatory developments.
+ Monitor, analyze, and interpret CMMI initiatives and other federal and state demonstration models, assessing implications for drug coverage, reimbursement, and payment reforms.
+ Evaluate business and patient access impacts of both Medicaid policy changes and federal/state demonstration projects; develop policy strategies and recommendations.
+ Advise senior leaders and cross-functional partners (Market Access, Legal, Medical, Commercial) on the implications of both state Medicaid and federal CMMI activity, ensuring consistent enterprise strategy.
+ Develop and recommend advocacy strategies to influence state and federal policy outcomes.
+ Build and manage relationships with federal agencies, federal policymakers, trade associations, and external consultants to shape reimbursement and payment reform discussions.
+ Provide timely updates and educational briefings to internal stakeholders on emerging trends in Medicaid and federal payment/delivery reforms .
+ Represent BMS externally in key policy forums at both state and federal levels.
Qualifications & Experience
+ Minimum 8 years of experience in health policy, government affairs, or public payer strategy.
+ Direct experience with Medicaid policy and familiarity with CMMI demonstration models strongly preferred.
+ In-depth knowledge of drug pricing, reimbursement, and delivery system reforms across public payers . E xperience in pharmaceutical/biotech sector or public health policy desirable.
+ Background working in or with state legislatures, Medicaid agencies, or federal entities such as CMS, CMMI, MedPAC or MACPAC.
+ Strong analytical and strategic skills; ability to assess policy impacts and provide clear, actionable recommendations to senior leaders.
+ Excellent communication and interpersonal skills, with proven ability to collaborate across functions and influence external stakeholders.
+ Bachelor's degree in a relevant field (public policy, health economics, political science, public administration, etc.) required . A dvanced degree preferred.
+ Domestic travel required (up to 20%)

Compensation Overview:
Washington DC - US: $182,070 - $220,626
The starting compensation range(s) for this role are listed above for a full-time employee (FTE) basis. Additional incentive cash and stock opportunities (based on eligibility) may be available. The starting pay rate takes into account characteristics of the job, such as required skills, where the job is performed, the employee's work schedule, job-related knowledge, and experience. Final, individual compensation will be decided based on demonstrated experience.

BMS has an occupancy structure that determines where an employee is required to conduct their work. This structure includes site-essential, site-by-design, field-based and remote-by-design jobs. The occupancy type that you are assigned is determined by the nature and responsibilities of your role:
Site-essential roles require 100% of shifts onsite at your assigned facility. Site-by-design roles may be eligible for a hybrid work model with at least 50% onsite at your assigned facility. For these roles, onsite presence is considered an essential job function and is critical to collaboration, innovation, productivity, and a positive Company culture. For field-based and remote-by-design roles the ability to physically travel to visit customers, patients or business partners and to attend meetings on behalf of BMS as directed is an essential job function.
