9 AF (AFCENT) is USCENTCOM's air component command to support critical planning and execution functions, during peacetime, contingencies, and wartime functions. The 9 AF (AFCENT) A3, Director of Operations, is (AFCENT)'s Operational Planning Team (OPT) lead for all basing options and planning Combat Operation Actions for all directorates. (AFCENT) A3 as the lead in these areas directly supports USCENTCOM's ability to respond to requirements for the war fighter. The purpose of this effort is to provide the required systems engineering, operational planning, support functions, training, and integration to 9 AF (AFCENT) A3 in their support of USCENTCOM mission requirements going forward.
Responsibilities
+ Provide and manage C2IMERA and C2IE Initial Cadre User Training and Functional Area Training to 9 AF (AFCENT) and provide operational and technical expertise support to installation-level C2IMERA and C2IE trainers and leadership.
+ Provide expertise and advise leadership in the overall development, planning, establishment, and implementation of C2IMERA and C2IE training programs.
+ Analyze current and mid-term requirements to accurately advise leadership and recommend options to manage and improve C2IMERA and C2IE training processes and procedures.
+ Develop, review, and/or provide comments and recommendations to the C2IMERA and C2IE Program Manager on training program documentation for C2IMERA and C2IE.
+ Assist with coordination of C2IMERA and C2IE issues and positions across the 9 AF (AFCENT) staff, draft program documentation, forward positions to AF-level authorities for lead action, and actively track the status of C2IMERA and C2IE development.
+ Assist focus groups, working groups, and meetings to assess requirements, determine operational concepts and employment approaches, and set program initiatives and priorities.
+ Participate in C2IMERA and C2IE tests, evaluations, assessments, experiments, and staff level events as directed by the Chief of Staff.
+ Advise leadership to ensure best operational outcome. Monitor and advise on adherence to approved processes, and make recommendations for continual improvement based on lessons learned and industry best practices.
+ Travel to provide/receive training, conduct/support meetings, and/or to collect information, study, analyze, or prove concepts, processes, or procedures required for C2IMERA and C2IE development and sustainment.
+ Plan and conduct training and instruction for Cadre User Training and Functional Area Training (In Person or Virtual) in coordination with the site representatives.
+ Identify and monitor C2IMERA and C2IE training requirements and assist with maintaining active training programs.
+ Develop, prepare, and update necessary training materials such as detailed plans of instruction, master schedules, and course content materials including student guides and instructor guides, for the instruction of assigned personnel. Provide materials as nonproprietary items to Government customer representatives, reproducing materials as necessary for effective training with emphasis on electronic media. These materials may be classified or unclassified.
+ Develop, prepare, and update location-specific C2IMERA and C2IE Training Plans, Training Outlines, and Training Support Material (i.e., slides, handouts, etc.). These documents may be classified or unclassified.
+ Assist cadre at each site in the development of base-specific functional area directives, TTPs, and training plans.
+ Assist wings, unit leaders, and personnel with incorporating C2IMERA and C2IE capabilities into daily operations to enhance operational and support requirements.
+ Provide C2IMERA and C2IE fielding, training, system overview, and capabilities briefings to personnel at various levels.
Qualifications
+ Bachelor's Degree in any field with 15 years' command and control experience or Master's Degree in any field with 1O years' command and control experience.
+ Minimum 5 years of AF plans/programs or Staff experience translating doctrine into action.
+ Minimum 5 years' experience in a Component-Numbered AF or HHQ staff position.
+ Minimum 3 years' experience in the use of Microsoft Office applications, e-mail systems, and Task Management Tool or the equivalent.
+ Minimum 5 years' experience with USCENTCOM operational environment, including deliberate and crisis action planning.
+ Must have Top Secret/SCI clearance and eligibility to attain Alternate Compensatory Control Measures.
