Description
Permit Tech I
Under the general supervision of the Administrative Support Specialist, the Permit Technician I is responsible for assisting in the management of the front office assisting customers in person and by phone, as well as, issuing building permits and certificates of occupancy, scheduling inspections, processing financial transactions, and answering general building and development inquiries.
Permit Technician II
Under general supervision of the Administrative Support Specialist, the Permit Technician II is responsible for processing, reviewing, issuing, and tracking building permits; generating inspection requests; processing planning, development, and engineering projects; and answering general building and development inquiries with exceptional customer service and a dedication to public service.
Principal Duties
Permit Tech I
+ Greet and assist customers answering general questions regarding the building and permitting process; maintain sufficient knowledge of City departments and their processes, in order to evaluate phone calls, answer general questions, and to redirect customers to the appropriate department or staff member, when necessary.
+ Maintain thorough knowledge of online development and permitting software to train and educate customers on use for submitting applications, reviewing and responding to staff comments, requesting inspections, as well as for accessing approved construction plans, development permits and building permits, certificates of occupancy and other development-related documents.
+ Maintain thorough knowledge of development and permitting software to create and issue permits, assess and process fees, and schedule appropriate inspections. Verify the accuracy of all data in the custom screen fields, especially fields related to the calculation of building and development fees, including water and sewer impact fees, parkland dedication fees, sidewalk fund fees and roadway impact fees. Verify that all appropriate fees have been assessed and collected prior to the issuance of Building Permits or Certificates of Occupancy.
+ Maintain electronic customer database verifying contractor registration is current and contact information is up-to-date and that the appropriate certificates of insurance are attached, current, and meet all State and City requirements, prior to the issuance of any building permits. Conduct research online with the Texas Department of Licensing and Registration, among other licensing entities, to verify that all required State licenses are current, including licenses for General Contractors, Master Licenses, HVAC, Fire Sprinkler Systems, Plumbing, and Electrical.
+ Coordinate and process Stop Work Orders for the City Building Official, tracking the unpermitted construction, the location of work, and the contractor performing the work. Apply stop work order restrictions on addresses and/or parcels, document the unpermitted work on the electronic contractor record, and assess appropriate unpermitted work fees when the contractor pulls the required permit.
+ Manage daily inspection requests to ensure all prerequisite inspections have passed inspection prior to scheduling subsequent and final building inspections. Schedule and maintain all mechanical and plumbing change-out inspections by coordinating inspection dates and times directly with the homeowners.
+ Maintain impeccable financial records daily, including the verification of cash drawer bank, as well as the reconciliation of payment reports and deposits, notifying the Development Services Administration Manager of any discrepancies.
+ Process and analyze various SSRS reports daily to coordinate the issuance of permits when all fees are paid, the scheduling of inspections when all previous required inspections have passed, and for coordinating with Atmos Gas on gas permits needing their immediate attention and with Bryan Texas Utilities on finalized electric permits in their jurisdiction.
+ Perform other related duties as assigned.
Permit Technician II
+ Greet and advise customers regarding the building and permit process; process phone requests for permits and inspections; disburse phone calls to appropriate departments and/or staff members; assist in the permit review application, inspection, and review process, interpreting simple blueprints and building plans for processing and/or code compliance.
+ Review building permit applications for completeness and compliance with local, State, and Federal regulations, as well as Department policies. Verify contractors’ licenses, certificates of insurance and appropriate fees paid prior to issuing permits.
+ Log building permits and inspections on a daily basis for preparation of monthly reports and statistical information.
+ Coordinate daily inspection schedules. Generate and organize inspection types for inspectors and coordinate to appropriate address and contractor.
+ Maintain inspection records by type, address, and permit number. Monitor and maintain electronic records for each project to track construction progress. Generate Certificate of Occupancies.
+ Verify and process appropriate impact fees on properties based on development type and development within the City in accordance with State and City regulations.
+ Perform preliminary review of new permit applications for completeness and accuracy with established criteria, verifying documents and plan submittals, as well as determining and processing appropriate fees. Creating electronic files, entering accurate data for tracking, reviews, reports and research efficacy.
+ Verify and process appropriate parkland dedication fees in accordance with State and City regulations; and distribute information to appropriate City Departments and staff.
+ Process, maintain, and update electronic records including but not limited to, building, planning, contractors’, variance, certificate of occupancy, and miscellaneous permit files (parade, special events, etc.).
+ Process and expedite work orders for College Station Utilities. Process and expedite fire inspection requests for the Fire Department.
+ Maintain impeccable financial records daily, including the verification of cash drawer bank, as well as the reconciliation of Community Development payment reports and deposits, notifying the Development Services Administration Manager of any discrepancies.
+ Perform other related duties as assigned.
Qualifications
Permit Tech I
Required:
High school diploma or GED equivalentPossess intermediate level computer skills in the use of word processing and spreadsheets. Possess good customer service skills.
Preferred:
Thorough knowledge and skills in utilizing Community Development software, in reconciling deposits, and in analyzing reports and taking appropriate action.
Permit Technician II
Required:
High school diploma or GED and three (3) years customer service or of responsible administrative experience involving extensive public contact in the review and issuance of building permits; or an equivalent combination of education and experience. Permit Technician Certificate (or equivalent) from the International Code Council.
Preferred:
Thorough knowledge and skills in utilizing Community Development software, in reconciling deposits, and in analyzing reports and taking appropriate action.
