*Position Summary* The Director of Transportation Systems Management and Operations (TSMO) will lead a statewide initiative to optimize the safety, efficiency, and reliability of the Commonwealth’s multimodal transportation network. This high-impact, cross-departmental role requires strong leadership and collaboration to align IT, ITS, Planning, Traffic & Safety, Operations, and Maintenance efforts under a unified TSMO strategy. The Director will guide policy development, interagency coordination, and implementation of innovative, cost-effective operational strategies that reduce congestion, enhance mobility, and promote economic and environmental sustainability. While some departments will report directly to this role, others will engage functionally on TSMO-specific initiatives. Key Focus Areas / Program Domains The TSMO program will focus on the following strategic outcomes: * Improved safety across all modes of transportation * Enhanced quality of life for Commonwealth residents * Greater reliability and fluidity of traffic flow * Reduction in incident response and clearance time * Increased multimodal mobility and access * Reduced congestion and environmental impact * Enhanced freight movement and economic vitality * Stronger system resilience during disasters and emergencies * Efficient use of infrastructure, funding, and resources *Duties and Responsibilities* * Lead the planning, development, and execution of the MassDOT Highway Division’s TSMO program. * Integrate systems management, engineering, technology, and operations into an effective, unified program. * Implement the TSMO Strategic Plan to align with SMART objectives and performance metrics. * Lead the TSMO Working Group, fostering cross-functional collaboration across departments. * Ensure optimal utilization of funding and resources in support of TSMO initiatives. * Collaborate with internal and external stakeholders to ensure statewide alignment with TSMO objectives. * Create and manage policies, procedures, and operational frameworks related to TSMO. * Interpret and apply applicable federal, state, and local transportation regulations and policies. * Support through coordination and collaboration key program areas, including: o Highway Operations Center (HOC) o Emergency Programs (e.g., HAP, IRO, ESP, TIM Training) o Operational Readiness Training o Truck Permit Operations o Intelligent Transportation Systems o Traffic and Safety Operations o Freight Operations *Additional Duties* * Represent MassDOT in meetings with federal, state, and local partners (e.g., MSP, MBTA, FHWA, AASHTO). * Promote integration of TSMO practices into planning, design, and day-to-day operations. * Oversee consultant contracts, including RFP development, vendor management, and deliverable reviews. * Lead KPI development and data-driven performance evaluation to improve operational effectiveness. * Identify and promote innovative, non-capacity solutions that enhance system performance. *Supervision Exercised* * Director of Intelligent Transportation Systems (Civil Engineer VI) – 3 employees * Manager of Permits Office (Program Manager V) – 3 employees *Preferred Qualifications* * Graduate degree (MBA, MPA, or Master’s in Transportation, Urban Planning, or Enterprise Management) * Strong understanding of corridor-level systems management and information-sharing frameworks * Proven ability to embed TSMO principles into agency processes across planning, design, and operations * Demonstrated success in managing integrated, cross-disciplinary transportation programs * Experience crafting and implementing transportation policy and procedures * Strong leadership, communication, and collaboration skills across diverse teams and agencies A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references. *About MassDOT* The 4,000 employees ofMassachusetts Department of Transportation (MassDOT)take great pride in connecting the Commonwealth’s residents and communities.
