    Summary You will serve as a MANAGEMENT SUPPORT SPECIALIST in the ADMINISTRATION SERVICES DEPARTMENT of FLT NUMER OCEANGPHY METEO CTR. Responsibilities You will assist with managing the command Activity Manning Document (AMD). You will draft position management changes in the Navy Enterprise Personnel Requirements (NEPR) program to positions titles, grades, series, billet identification numbers for submission to Navy Information Forces (NAVIFOR) for review and approval. You will prepare, track and monitor Request for Personnel Actions for recruitments, command personnel record corrections, and civilian awards. You will assist management in compiling the hiring panel packages and schedules interviews of applicants and assist the HR Liaison with maintaining the Command's Manning Recruitment Report. You will provide guidance to supervisors on a variety of substantive, procedural, and policy matters pertaining to such personnel functions as recruitment, career ladder promotions, student employment programs and position management. You will track all announcements and referrals and ensures recruitment actions are processed in a timely manner. You will assist employees with standards/objectives, meet timelines, and run various reports within the Defense Performance Management Appraisal Program. You will support the Administrative Department Head with drafting department instructions, policies and standard operating procedures (SOP). You will work with other members of the Administrative department (N1) to conduct research and gather information to present options and/or the best course of action to management and employees Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience working with and knowledge of management analysis concepts, theories and techniques. The ability to conduct independent complex studies requiring application of wide range of analytical and statistical methods and techniques for assessment and improvement of program. Experience working with Activity Manning Document (AMD), Navy Enterprise Personnel Requirements (NEPR), Request for Personnel Actions (RPAs). Experience applying a full range of position management principles, concepts, practices and techniques. Experience using and sufficient knowledge of DOD/DON/OPM regulations/guidance. Experience and knowledge of organizational structure and programs Experience preparing and presenting reports and briefings on program status and make recommendations. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-09: Successful completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to such a degree OR Possession of an LL.B. or J.D that is related to this position being filled.
