The Program Supplier Performance Manager (PSPM) is responsible for directing and managing all cost, schedule and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of program execution. The PSPM acts as the main focal point to the subcontractor; briefs executive management and program on the status and issues affecting performance or cost; and conducts program reviews with the subcontractor and program office. A PSPM is responsible for oversight of the manufacturing operations of suppliers as well as building and maintaining vendor performance, proactive supplier management planning, and coordinating efforts to keep production moving to assist the programs in meeting their cost, schedule, and technical objectives. The PSPM makes decisions affecting the performance of the subcontractor. Establishes milestone objectives and manages performance to committed schedules and contractual specifications. The PSPM will be the lead for the planning, procurement and execution of key strategic subcontract suppliers.
Responsibilities / Accountabilities:
+ Collaborate with functional teams composed of engineers, quality and procurement personnel to support suppliers
+ Defines scope requirements for each product or service to be procured and ensures alignment of content and supplier capabilities
+ Defines and manages cost and schedule targets to achieve program and business objectives
+ Performs as the total integrated product team (IPT) lead for key subcontract suppliers and the associated subcontractor procurements
+ Determines the risk basis and value for the procured products and manages mitigation plans
+ Coordinates/leads all supplier design, manufacturing, and program reviews, including the necessary levels of NGMS participation
+ Ensures supplier compliance with all elements of the SOW and subcontract
+ Ensures recovery plans are put in place for any / all erosion to schedule milestones
Basic Qualifications:
+ Bachelor’s degree and a minimum of 8 years of experience in supply chain/ procurement, program management, or engineering OR Masters degree and a minimum of 5 years of experience in supply chain/ procurement, program management, or engineering
+ Experience performing monthly earned value and risk and opportunity management for assigned programs
+ Experience in leading and managing projects to cost, performance, and schedule requirements
+ Experience conferring with Design, Quality, Materials Engineering, Manufacturing, and Global Supply Chain to provide and obtain technical solutions
+ Experience in investigating reports of defective, damaged or malfunctioning parts, assemblies, equipment or systems
+ This position is considered hybrid with the need to be by a major airport for ease of travel. Travel expected at ~50% of time, with variability based on program needs.
Preferred Qualifications:
+ Experience in major subcontractor management
+ Experience understanding of specifications, drawings & supplier statements of work (SOWs)
+ Experience managing technical specifications, drawings and manufacturing process instructions
+ Experience in the use of SAP
+ Masters Degree in a Business or Technical field
+ Secret Security Clearance, in scope
Primary Level Salary Range: $119,200.00 - $178,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
