JOB SUMMARY
The purpose of this position is to develop, using input from rail simulations, customer impact evaluations and operations assessments MNR train schedules reflecting optimal crew and equipment assignments, effective coordination with cyclical schedule changes and responding to ad hoc changes.
DUTIES AND RESPONSIBILITIES
+ Develop optimal Crew Run Assignments, equipment plans and track assignments by line segment to support MNR Schedule, both planned and ad hoc schedule changes, holiday schedules, special events and service disruptions.
+ Manage the development of appropriate levels of train staffing based on proper application of ridership data, train schedules, and equipment programs.
+ Input crew and equipment assignment data to TrainPlan , HASTUS and TT75.
+ Prepare data and files for IT to load for production of crew books.
+ Coordinate with Operation Services Department, Labor Relations Department and ACRE representatives to ensure planned assignments support schedule and adhere to all collective bargaining requirements.
+ Chair Revenue Collection Task Force with internal Departments to monitor overall effectiveness of revenue collection and participate in development of initiatives to improve onboard revenue collection while controlling costs.
+ Perform periodic evaluation of schedule criteria and equipment standards to recommend improved criteria and/or assignments.
+ Ensure all schedules promote safety and efficiency of operations.
+ Select, develop, and motivate staff and provide career development for team members.
+ Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
KNOWLEDGE, SKILLS AND ABILITIES
+ Working knowledge of a crew scheduling systems , preferably HASTUS or TrainPlan .
+ Working knowledge of MNR equipment scheduling system TT75 or TrainPlan .
+ Knowledge of ridership demand analysis and service planning.
+ Excellent verbal and written communications skills, including presentation skills.
+ Strong quantitative and analytical skills.
+ Strong organizational skills needed to manage complex databases.
+ Strong ability to exercise a level of independent judgment and decision making.
+ Ability to work well under pressure, handle multiple tasks simultaneously and prioritize workload while adhering to deadlines.
+ Effective interpersonal communication skills with the ability to interact with all levels of management and external contacts.
+ Proficiency with Microsoft Office suite and/or comparable system applications.
+ Knowledge of manpower planning, payroll, statistical and budgetary constraints.
The following is/are preferred :
+ Familiarity with transportation operations.
+ Familiarity with ACRE Labor Contractual agreement.
REQUIRED EDUCATION AND EXPERIENCE
+ Bachelor’s Degree in Transportation Planning, Business or related field. Demonstrated equivalent experience . Education and/or technical credentials to include an additional four (4) years of related experience may be considered.
+ Minimum of five (5) years of experience in planning, operations, service planning and/or crew scheduling, preferably in a transportation environment.
+ Minimum of three (3 ) of experience managing professional staff and/or projects.
The following is/are preferred :
+ Master’s Degree in Planning , Transportation Planning, Business and or related field.

+ Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
+ Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
+ Current employee applicants should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history, including attendance and discipline record.
