    The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Applications and Data Management Section. This job title has an assigned pay grade of TS-317. Req. 210598

     

    The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. This position is in the Application and Data Management (AppDM) Section of OTS and is responsible for the management of the ERP Fiscal Management team providing business support, technical support, adoption and enhancement of the State's ERP system (LaGov) which runs on the SAP R/3 software. The position is responsible for managing modules in the Financial component of (LaGov ) which consists of Funds Management, Controlling, General Ledger, Cash Management, Accounts Payable, Accounts Receivable, Grant Management, Asset Accounting, Capital Outlay Project Management, SAP Budget and Planning for Public Sector, and Sales and Distribution. This position requires knowledge of the capabilities of the multiple components of the ERP system, which include Financial, Logistics, Human Capital Management and Enterprise Solutions, in order to plan and direct changes that impact the multiple components and all statewide users of the States ERP system. Supervision is received by a broad review from the IT Statewide Director or higher level management positions.

     

    The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

     

    + Overseeing the state’s capital construction program

    + Working to provide state and federal grants for community development

    + Development of the state budget

    + Providing technology services

    + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services

    + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

    Minimum Qualifications

    Seven years of experience in information technology or administrative services; OR

     

    Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR

     

    An associate’s degree in information technology plus five years of experience in information technology or administrative services; OR

     

    A bachelor’s degree plus five years of experience in information technology or administrative services; OR

    A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR

    A master’s degree plus four years of experience in information technology or administrative services.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

    Job Duties and Other Information

    Job Duties:

    Performs management and administrative functions for the team:

    1) Establishes goals, objectives and overall direction for the team

     

    2) Meets with management in the Division of Administration, user and control agencies to gain better understanding of business processes,

     

    rules, legislative and regulatory requirements and assesses the need for system changes, modifications and enhancements

     

    3) Meets with the HCM, Logistics and Enterprise Solutions Managers and appropriate staff from their team to plan and direct changes, for

     

    cross component development, testing and implementation of enhancements to the States ERP system.

     

    4) Plans and coordinates all activities and services provided

     

    5) Monitors and Evaluates progress toward goals and objectives

     

    6) Reports progress to IT Statewide Director or higher level management/positions.

    7) Supervises and monitor individuals assigned to team:

    a) Develops individual goals and objectives; documents performance; and performs periodic performance appraisals

     

    b) Assesses staff training requirements, identifies appropriate training course(s) and coordinates the scheduling of training

     

    c) Assigns work, monitors progress as needed and evaluates results

     

    d) Resolves complaints from subordinates

     

    e) Conducts interviews for vacant positions and recommends choice(s) to IT Statewide Director or higher level.

     

    Plans, manages and directs the analysis of changes and enhancements to Financials and to ERP HCM, Logistics and Enterprise Solutions if they are impacted. Coordinates and prioritizes work activities of staff. This involves reviewing outstanding problems, changes and enhancements, impact of new legislation, rules, regulations, and policies on Financials. Sets priorities based upon critical need and time factors, defining functional requirements for technical staff, coordinating the movement of new or enhanced programs, applications, functions or releases of software into the production environment.

     

    Provides expertise and guidance concerning areas of responsibility to other IT Statewide Managers, IT Statewide Analyst, IT Associate Analyst, IT Statewide Applications Senior Developer and IT Statewide Applications Developer and other state agencies and vendors providing or receiving information/interfaces from financial modules.

     

    1) Answers questions regarding system functions,

     

    2) Makes recommendations regarding system utilization,

    3) Assesses and communicates the impact changes to other ERP components would have on the financial modules

    5 Plans and directs efforts associated with new releases or upgrades:

     

    1) Develops work plans

     

    2) Determines work assignments,

     

    3) Assigns work to appropriate personnel,

     

    4) Reviews plan with consultant/analyst for final approval,

     

    5) Provides assistance/guidance when required,

     

    6) Reviews and approves developed applications.

     

    Meets and/or communicates with agency management (Undersecretaries, Financial and Administrative managers) to evaluate information needs, develop information strategies, communicates plans and potential impact on agency, and negotiates solutions to highly complex issues confronting the agencies.

     

    Reviews and evaluates potential impact of new and emerging technologies on staff, users, and supported systems. This includes reviewing and recommending software products, tools and training courses; developing specifications for RFP's; negotiating with vendors to obtain software or services as needed.

     

    Provides input and information needed for the development of OTS' strategic plan, operational plan and annual budget and to track performance indicators. For assigned areas of responsibility, will be responsible for projecting resources required, allocating resources provided and maintaining performance based statistics to meet organizational goals. Assists in the development of current programs and statewide information system policy for Financials.

     

    Performs all other tasks, special projects, analysis, studies, and plans as directed. This includes but is not limited to such tasks as: directing another team in the absence an IT Statewide Manager; directing/assisting in the preparation of highly complex specialized reports, serving on design review committees and Quality Assurance teams for projects, participating in the development and review committees and Quality Assurance teams for projects, participating in the development and review of OTS policies and procedures.
