Join the Office of Public Health as anAccountant 3and play a key role in supporting statewide programs that impact millions of Louisiana residents. This high-level position in the Bureau of Vital Records and Statistics provides the opportunity to oversee complex financial operations for two major divisions — Vital Records and Health Statistics. You’ll manage and reconcile multimillion-dollar accounts, ensure compliance with state and federal audit standards, and help guide fiscal decisions that keep essential public health services running smoothly.
Minimum Qualifications
Five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree with twenty-four semester hours in accounting plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus one year of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Oversees financial operationsfor the Vital Records Registry and Health Statistics divisions, including cash management of approximately $5 million in self-generated funds, ensuring compliance with state and division policies.
+ Conducts internal financial auditsto verify accuracy of transactions, deposits, refunds, and vendor reconciliations, and prepares detailed financial and reconciliation reports for management review.
+ Manages budgeting and reporting functions,including researching and analyzing financial data, assisting with budget forecasting, and preparing complex financial reports covering all areas of fiscal responsibility.
+ Supervises administrative and fiscal functions, including payroll, purchasing, inventory, and cash management, ensuring adherence to internal controls, efficiency, and accuracy.
+ Maintains and reconciles inventoryof high-security vital records forms and oversees their statewide distribution to local registrars and agencies, ensuring accountability and proper documentation.
+ Provides training and guidanceto division personnel on fiscal procedures, internal controls, and compliance with audit standards, while developing and implementing improved accounting techniques and procedures
