About this Job
The Division of Administration/Office of Technology Services has a vacancy. This job title has an assigned pay grade of TS-316. This position is located in the Operations Section. Req. 213415
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services (OTS) will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. This manager is responsible for leading and administering the contracting unit within the OTS by directing and managing the RFP and Contracts area staff within the OTS Office of Operations.
This manager receives broad direction from the IT Director for Vendor and Provider Management and other higher executive management within OTS. This position will work directly with OTS executive management, OTS Agency Relationship Managers, the Office of State Procurement, and executive branch state agencies on behalf of OTS. This incumbent would report to the IT Director of Vendor Provider Management.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Six years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in information technology or administrative services; OR
An associate’s degree in information technology plus four years of experience in information technology or administrative services; OR
A bachelor’s degree plus four years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus three years of experience in information technology or administrative services; OR
A master’s degree plus three years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
Manages Highly complex technology contracts designed to facilitate the use of technology by enterprise and end users. Ensures that all contracting unit provides specialized contracted technology-oriented solutions. Manages and provides oversight in collaboration with IT staff on the scope of work, specifications, and terms and conditions for new IT contracts, prepares contracts, and leads negotiation strategies, including statement of work, and Task Order Request for Responses (TORFR). Manager oversees the development of proposals, bids, quotations, RFP responses, or other services in response to requests from prospective vendors. Manages the operations and activities of monitoring contract performance, ensuring contract compliance, developing, and tracking key metrics, understanding billing, and fiscal data, identifying cost savings, and managing overall vendor performance for products and outsourced services. Oversees to ensure the processing of contract documents are in alignment with contract and vendor requirements to ensure management of cost controls, risks associated with outsourced vendor services, and service delivery deriving value. Forecast cost savings for initial contract, extensions, and amendments compared to the previous contract. Makes recommendations on improving existing agency contract management processes and practices.
Manages the operations and activities of monitoring contract performance, ensuring contract compliance, developing, and tracking key metrics, fiscal data, identifying cost savings. Develops short- and long-term strategies and goals for the administration and development of IT contracts. Provides guidance and training and assists the VPM Director in coordinating special projects and on work activities for other OTS staff as needed. Research and resolves discrepancies, complaints, and disputes with vendors. Serves as the principal contract liaison, facilitator, and risk manager for program areas delivering services through outsourced vendors. Clearly conveys vendor expectations based on program or customer needs, sets, and manages realistic timelines, evaluates, and manages risk associated with vendor performance.
Management review of submitted proposals for administrative compliance for telecommunication bids.
Reviews and analyze legislation related to contracting with the State of Louisiana. Ensures compliance with current state contracting policies, regulations, and procedures.
Other duties as needed and/or directed by the State CIO or other higher management.
