Description
This position manages and coordinates capital improvement and engineering projects for Lee County Utilities (LCU). Work includes planning, design, permitting, construction, and project delivery for wellfields, Underground Injection Control (UIC) wells, and water/wastewater treatment facilities.
The position works independently under the general direction of a professional engineer or administrative supervisor, reporting major activities through meetings and written reports.
Duties and Responsibilities
+ Manage Capital Improvement Projects (CIP) for LCU’s wellfields and UIC wells.
+ Coordinate with local, state, and federal agencies to ensure project compliance and permitting.
+ Develop scopes of work and oversee engineering consultant designs for CIP projects.
+ Manage contractors and inspect construction to ensure compliance with County standards, codes, and specifications.
+ Review design and construction documents prepared by consultants and internal staff.
+ Prepare and submit annual regulatory reports and studies related to water supply, wellfield operations, and UIC wells.
+ Support wellfield maintenance and repairs, including instrumentation and equipment replacement.
+ Collect, analyze, and evaluate data on groundwater levels, treatment processes, and distribution/collection systems.
+ Resolve issues that arise during project design or construction.
+ Coordinate with County departments to ensure the successful delivery of capital projects.
+ Assist in preparing project budgets, schedules, and technical documentation.
+ Participate in negotiations with consultants for professional services and manage project contracts.
+ Oversee project inspections and ensure compliance with all permits and regulatory requirements.
+ Prepare engineering reports, calculations, and design plans, and assist in drafting items for the Board agenda.
+ Apply for and maintain operating permits and other agency approvals as needed.
Education, Experience, Licensing
Minimum Requirements:
+ Bachelor’s degree in Civil Engineering, Environmental Engineering, Construction Management, or a closely related field.
+ Two (2) years of experience in project management, utilities engineering, construction, or public works.
+ Equivalent combinations of education and relevant experience may be considered.
Preferred Qualifications:
+ Engineering Intern (EI) or Professional Engineer (PE) license in Florida.
+ Professional Geologist (PG) license.
+ Experience managing water and wastewater capital improvement projects.
+ Valid Florida driver’s license and an acceptable driving record.
Supplemental Information
+ Strong knowledge of engineering principles and practices for water and wastewater utilities.
+ Ability to review and interpret engineering plans, drawings, and specifications.
+ Knowledge of inspection and testing procedures for utility systems and treatment plants.
+ Skilled in project coordination, communication, and customer service.
+ Proficient in Microsoft Word, Excel, and Outlook.
+ Ability to perform field inspections as needed.
+ Familiarity with ArcGIS, AutoCAD, hydraulic modeling, and project scheduling software is preferred.
Work Schedule:
+ Monday through Friday, 7:30 a.m. – 4:30 p.m.
