    This position is eligible for** telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) **for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

     

    Flexible work hours may be permitted with supervisor approval.

     

    The incumbent will establish and implement systematic quality assurance protocols for grant and contract documentation, conducting high-accuracy compliance reviews to ensure strict adherence to federal and state requirements. This role is essential for implementing corrective actions to address identified compliance gaps, including inadequate documentation, inconsistent monitoring, and insufficient quality controls that currently fall well below acceptable standards. The position will proactively identify and mitigate compliance risks before they become audit findings, establish comprehensive monitoring protocols, and support audit response processes. The incumbent provides data-driven insights and policy interpretation to BHA leadership on compliance risk, trends, and process improvement opportunities, while leading root-cause analyses of recurring compliance issues and recommending enhancements to program protocols and state/federal policy application.

    Responsibilities include, but are not limited to:

    + **Quality Assurance Reviews** - Conduct systematic quality assurance reviews of grant and contract documentation while leading comprehensive compliance analysis, risk assessment, and corrective action coordination to ensure strict adherence to federal and state requirements across BHA operations.

    + **Audit Support** - Lead comprehensive internal and external audit coordination processes, ensuring organizational readiness, facilitating stakeholder engagement, and managing audit response activities to achieve successful compliance outcomes and sustained regulatory adherence.

    + **Compliance Monitoring** - Implement systematic compliance monitoring protocols and conduct ongoing risk assessments to proactively identify potential compliance issues, track performance metrics, and ensure sustained adherence to federal and state requirements across BHA.

    + **Process Documentation** - Develop, maintain, and continuously improve comprehensive documentation of quality assurance processes while managing knowledge transfer activities and supporting organizational learning through systematic process enhancement and stakeholder resource development.

    + **Stakeholder Engagement & Training** - Facilitate comprehensive stakeholder engagement and knowledge transfer activities to strengthen compliance capabilities across BHA divisions and external partner organizations while building collaborative relationships that support sustained compliance improvements.

    Minimum Qualifications

    Three (3) years high-level experience working with government grants and contracts.

    Experience must clearly demonstrate:

    + Strong understanding of regulatory compliance and quality assurance standards and practices that include developing procedures, monitoring compliance, and conducting reviews or audits.

    + Expert knowledge of process documentation standards and tools including standard operating procedures development methodologies, process mapping techniques, and knowledge management best practices for organizational learning and compliance sustainability.

    + Skilled at using MS Office Suite programs: Word, Excel, PowerPoint, and Outlook.

    + Experience with case management software, data analytics tools, or compliance tracking systems, including the ability to create, customize, and utilize reports to monitor compliance metrics and inform decision-making.

    + Experience conducting quality assurance reviews, compliance audits, or risk assessments, including the ability to identify compliance gaps, develop corrective action plans, and implement monitoring protocols to ensure sustained regulatory adherence.

    + Demonstrated experience developing procedural documentation, delivering compliance training to diverse stakeholders, coordinating audit activities, and building collaborative relationships with internal and external partners.

     

    _*Bachelor’s degree in psychology, social work, education, public health, accounting, or other related fields may substitute for one (1) year of work experience._

     

    _**Master’s degree in psychology, social work, education, public health, accounting, or other related fields may substitute for two (2) years of work experience._

    Preferred Qualifications

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    + Extensive knowledge of DHS policies, procedures, and systems including Contracts Integration System (CIS) functionality, and organizational compliance frameworks.

    + Knowledge of roles and relationships of county, tribal, state, and federal governments.

    + Experience administering/monitoring grants and/or contracts in a government setting.

    + Knowledge of behavioral health programs.

    + Experience integrating, coordinating and/or reconciling the interests, mandates, responsibilities, goals, and perspectives of a complex and diverse set of stakeholders across agencies and disciplines.

    + Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

    + Experience supporting or responding to federal or state audits (e.g., Single Audit, program reviews, OIG audits).

    + Demonstrated experience developing and implementing compliance monitoring systems and quality assurance frameworks.

    + Knowledge of relevant federal regulations including OMB Uniform Guidance (2 CFR 200), relevant CFR sections, and/or state-specific grant requirements.

    + Experience with data analytics tools and compliance tracking software.

    + Proven track record of leading process improvement initiatives and implementing corrective action plans.
