    Direct Care and Treatment (DCT) is seeking an individual to join our DCT Quality Team for an exciting and rewarding opportunity as a Utilization Management Supervisor!

     

    This position will work across DCT in partnership with executive leaders and other stakeholders to improve and enhance DCT's Utilization Management program and policies. This position serves as a key leader of the DCT Quality Division and DCT Executive management team providing evaluation, risk analysis, and oversight, leadership, management advice, coordination, and strategic direction to all quality and operations, services, and facilities across DCT. You will be responsible for all DCT Utilization Management, Medicare/Medicaid Compliance with CMS guidelines, and will lead, administer, direct, and coordinate operations, budget development, financial and other reporting, and data development.

     

    The incumbent will provide management, leadership, coordination, consultation, and technical assistance over regulatory and oversight standards.

    Primary Responsibilities:

    + LeadtheimplementationofDCT’s Utilization Management strategicquality planconsistentwiththepriorities, regulatory requirements, patient safety, healthcare quality best practices, and budget principles of the DCT Quality Division supporting services across the organization. This individual oversees the Utilization Management activities across DCT to provide an equitable and safe environment for patients, staff, volunteers, and visitors. The incumbent identifies and leads opportunities for improvement, needed policy changes, clarifying operating procedures and initiating fraud prevention and cost-savings discussions at the DCT Executive level and across divisions. In this process, this person establishes annual and long-term strategic plans to provide direction for DCT’s Utilization Management Division and system-wide improvements. Manages all DCT’s Utilization Management processes so DCT’s Mission, Vision, and Goals of providing equitable services to patients and employees throughout Minnesota.

    + Direct, maintain, develop and evaluate all functions of Utilization Management across DCT. Provide executive administrative leadership so that DCT Utilization Management Quality goals and direction are accomplished.Lead the formation and implementation of best practices in mental health, Forensic Services, safety, and policy planning in cooperation with, and in response to, the priorities and budget principles of the Executive Branch, and responsive to the needs of the employees and people served within DCT. Determines and implements the vision, strategic plan, organization structure, objectives, priorities, and related utilization management projects of DCT, including the development, implementation, and maintenance of the governance structure, processes, and staff resources necessary to develop, deploy, implement, and report on DCT’s strategic plan and associated projects.Direct and provide high-level coordination across DCT as it relates to mental health, utilization management, and policy strategic planning and analytics.Work with and provide input to the DCT Executive Team, Chief Quality Officer, and other DCT leaders to guide the formation of health, safety and policy goals objectives, policies, and procedures to effectively manage the efforts of the division towards the achievement of DCT’s goals and objectives.Oversee staff who analyze the overall work of utilization management and compliance and regulatory standards across DCT. Develop strategic solutions, business objectives and goals, timetables, measurements, and surveys for analyzing, improving, and communicating DCT outcomes.

    + Provide administrative direction for business and finance unit operations by managing the staff and resources for assigned functions and unitstoensureadherencetothegoalsandobjectivesforDCTQuality withspecificattention toUtilization Management, equitable services, fraud prevention and cost-savings.

    + Performsupervisoryfunctions to 6 employees sothatapplicableemployment-relatedactionsareequitablyadministered,andemployeesperform assigned job duties to achieve established objectives.

    Minimum Qualifications

    Four (4) years of supervisory experience in Quality Management. Experience must demonstrate the following:

     

    + Knowledge of quality and utilization management principles and practices and their application to health care facilities.

    + Skills in data and documentation management and information systems skills sufficient to establish, maintain and evaluate the changing needs of the utilization management system.

    + Extensive knowledge of applicable DHS, State, Federal laws, rules and regulations and accreditation and licensing requirements relative to utilization management, compliance, and data privacy

    + knowledge and experience in, and ability to apply the principles of project management, change management and demonstrated organization, facilitation, communication, and presentation skills.

    AND

    Demonstrated leadership experience, which can include:

    + Experience as a supervisor, lead worker, team lead, project lead.

    + Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    + A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

    + 1+ year of experience identifying issues, goals and strategic actions

    + 100+ hours per year time commitment

    Preferred Qualifications

    + Bachelor's degree in healthcare provision, healthcare administration or related field.

    + Supervisory experience, including developing and managing a team

    + Demonstrated oral and written communication skills sufficient to establish and maintain effective working relationships with internal and external stakeholders.

    + **Strong background in utilization management in a healthcare setting.**

    + **Strong analytical and problem-solving skills.**

    + **Strong organizational and time management skills to handle multiple tasks simultaneously.**
