    Job Description

    Reports directly to the Director of Administration. Responsible for the oversight and control of the work quality, employee performance, and production level within Human Resource area(s) of responsibilities.

     

    With some amount of supervisory discretion, will be responsible for preparation of personnel and administrative related functions. Assist the Director with daily function, responsibilities, and assignments or equivalent. May be asked to attend meeting, hearings and other equivalent events. Address issues directly and respond to all requests from other units within DSNY or Support Services.

     

    The Individual may be required to assist in providing studies, analysis, research and related in such areas as organization research, surveys, quantitative analysis. May be required to provide analysis, oversight, or direction in such areas as Personnel relations, recruitment, hiring, position classification, EEO related issues, Performance evaluations and other related areas.

     

    Individual may be required to manage or supervise units of the Support Services Office of Administration. The individual may be required to administer difficult and complicated professional work in the Administration areas, plan, coordinate, or supervise personnel activities and functions.

     

    The following is a partial listing of potential work assignments the candidate may be required to perform. It is subject to change as the need or circumstance arises:

     

    1. Supervise / assist with the support services recruitment and hiring

    2. Supervise support services personnel management database to ensure proper recording of all permanent and related information for all support services personnel

    3. Supervise/assist in the complaint and adjudication process for support services

    4. Supervise the preparation of reports to drug & alcohol testing (dat) at and safety for all support services personnel required to maintain professional and related licenses

    5. Liaison between support services and intra-agency units including but not limited to dat, safety, advocates office, DSNY-human resources

    6. Supervise preparation of personnel employee probation reports, employee annual evaluation reports.

    Qualifications

    1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee

     

    benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or

     

    2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
