GENERAL DESCRIPTION:
A highly skilled position responsible for assisting in providing support to veterans in matters pertaining to their rights and benefits under various Federal and State Statues. Pursuant to Fla. Chapter 2023-162 (§) 292.11, a county veteran service officer must be a veteran as defined in s. 1.01(14), or the surviving spouse of any such veteran. S. 1.01(14): “Veteran” means a person who served in the active military, naval, or air service and who was discharged or released under honorable conditions only or who later received an upgraded discharge under honorable conditions.
ESSENTIAL JOB FUNCTIONS:
The following statements describe the principal functions of the job and its scope of responsibility but should not be considered an all-inclusive list of work requirements. Individuals may perform other duties as assigned.
•Interviews veterans and/or their dependents and determines type and extent of assistance available
•Reviews support documentation for accuracy, completeness and assists applicants in submission of required forms
•Initiates correspondence and follow-up with Veterans' Administration as needed to secure satisfactory resolution of application
•Assists in monitoring program expenditures for the annual budget
•Attends Veterans' Administration training seminars as required to administer policy directives and maintain certification
•Maintain a professional and safe unit and work area adhering to established safety policies and the image desired for the organization
•Consistently follows Board policies and procedures.
•Responds productively to change and performs all other related tasks as directed.
KNOWLEDGE, SKILLS AND ABILITIES:
•Ability to use good judgment in administrative and personnel situations
•Problem solving skills, decision making skills and sound judgment
•Ability to exercise good judgment in counseling and in assisting in the solution of veteran's problems
•Knowledge of the laws, rules and regulations governing veteran's benefits under Federal and State statutes
•Ability to enlist and retain the respect, confidence and cooperation of veterans, and veterans' agencies.
•Ability to interpret and enforce various Federal and State statutes dealing with veterans' affairs
•Ability to express oneself, clearly and concisely, orally and in writing
•Ability to maintain effective working relationships with co-workers, managers, supervisors, directors, elected officials, vendors, and the general public.
PHYSICAL SKILLS:
Must be able to remain in a stationary position for 50% of the time. Must be able to inspect and assess daily email and postal mail correspondence. Frequently operates various types of office equipment to include but not limited to a computer and copy machine. Occasionally ascends/descends stairs. The individual in this position frequently communicates with the public, vendors, and co-workers. Must be able to exchange accurate information in these situations. Rarely moves material and office equipment weighing up to 25lbs. Constantly works in an indoor environment. Rarely works in inclement outdoor weather conditions. Rarely operates motor vehicle for up to (4) hours continuously or intermittently. Must be able to frequently position self to reach files and other office items located on low shelfs or the floor.
MINIMUM QUALIFICATIONS: EDUCATION AND EXPERIENCE:
Graduation from an accredited high school or possession of an acceptable equivalent diploma required. Four (4) years of responsible administrative work experience.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS:
Must possess and maintain a valid Florida Driver License. Will be required to obtain Florida Department of Veterans’ Affairs certification within one year.
OTHER JOB-RELATED REQUIREMENTS: Disaster Essential.
