Description:
Soon after the passage of national health care reform through the Patient Protection and Affordable Care Act of 2010 (ACA), California became the first state to enact legislation to establish a qualified health benefit exchange. The California state law is referred to as the California Patient Protection and Affordable Care Act (CA ACA)
The goals and objectives of Covered California are to:
+ Reduce the number of uninsured Californians by creating an organized, transparent marketplace for Californians to purchase affordable, quality health care coverage to claim available federal tax credits and cost sharing subsidies, and to meet the personal responsibility requirements imposed under the federal act (ACA)
+ Strengthen the health care delivery system;
+ Serve as an active purchaser, including creating competitive processes to select participating carriers and other contractors;
+ Require that health care service plans and health insurers issue coverage in the individual and small employer markets and compete on the basis of price, quality, and service (and not on risk selection); and
+ Meet federal and state law requirements, guidance and regulations.
+ Covered California is an independent public entity within California State Government. It is governed by a five (5) member board appointed by the Governor and Legislature.
Covered California works in close partnership with:
+ The Department of Health Care Services, which oversees and administers California’s Medicaid Program (Medi Cal) and other specifically focused health programs;
+ The two (2) agencies that regulate health insurance in California, the Department of Managed Health Care and the Department of Insurance; and
+ A broad range of stakeholders whose constituencies may be impacted by health care reform.
The business analysis services support a wide variety of program driven change requests, including:
+ Interpreting and applying legislative and regulatory policy changes;
+ Realizing strategic initiatives (e.g., consumer retention);
+ Renewals and open enrollment preparation;
+ Qualified Health Plan load activities;
+ Covered California for Small Business (CCSB) SHOP marketplace enhancements;
+ Technology and information security and privacy upgrades and enhancements;
+ Carrier integration and technical support and testing;
+ State program payment support;
+ Enroller portal enhancements; and
+ Solution development, maintenance and operations change framework optimization (e.g. moving from project based work to a product mindset approach to deliver business value with less effort and better results).
Mandatory Qualifications:
+ Must have a minimum of five (5) years’ experience providing project, technical, or functional management support on IT projects with the primary responsibility, size, and scope comparable to the business needs of
+ Must have a minimum of five (5) years’ experience following SDLCs inorder to identify, evaluate, and recommend business or technical requirements applied to the design and development of systems and
+ Must have a minimum of five (5) years’ experience performing analysis and design for complex information technology enterprise systems.
+ Must have a minimum of three (3) years’ experience with change management
+ Must have a minimum of three (3) years’ experience attending JAD sessions to identify gaps with existing systems and scope out new requirements, perform gap and cost analysis, and implement change requests.
+ Must have a minimum of three (3) years’ experience of System/UAT testing experience for large scale project(s)
+ two (2) years’ experience working with the Hewlett Packard (HP)Application Lifecycle Management (ALM), Jira
+ Two (2) years of experience working in Agile methodology.
+ One or more of the follwing: Affordable care, Medicaid, Medical, SAWS, State Integrated Eligibility systems
