    Description

    VICE PRESIDENT, HOUSING & COMMUNITY DEVELOPMENT

    As a senior leader in ICF’s Housing and Community Development business portfolio, you will manage the strategic direction of our affordable housing, homelessness, and community development programs. You will lead a dynamic team delivering training and technical assistance for Federal clients, with activities ranging from interactive online trainings, to product development, to national-level webinar production, to in-depth technical assistance engagements at the state and local levels. You will lead the innovation that spurs top-notch training and technical assistance (TTA), spearhead growth and development efforts to provide opportunities for your team members, and support new business development. As a senior leader, you will contribute substantially to nationally-recognized affordable housing, homelessness, and community development technical assistance, driving improved outcomes on a national scale.

     

    You will work alongside recognized experts in the field, contribute to ICF’s collaborative work environment, and empower the smart, committed, passionate team around you.

     

    This role can be located anywhere in the continental US. Travel to the Washington DC area to meet with clients and colleagues will be required.

    Responsibilities:

    + Manage multiple complex work streams, including allocating resources, assigning staff, and ensuring accountability for quality and effectiveness of the training and technical assistance (TTA) the team delivers.

    + Manage operating budget of ~$15M annually.

    + Serve as a problem solver/thought partner to support team leaders as they envision, develop, and deliver TTA to build capacity among state, local, and nonprofit stakeholders. Provide Direct TTA in alignment with your subject matter expertise and skill set.

    + Engage staff in developing the TTA team’s short- and long-term strategic vision and priorities.

    + Build and nurture client relationships, manage client satisfaction, and sustain ICF’s reputation as a TTA provider that delivers exceptional quality work.

    + Cultivate a positive and collaborative workplace culture by inspiring and empowering the TTA team, and identifying opportunities to recognize and celebrate successes, innovations, and exceptional contributions.

    + Refine team structure and processes, effectively delegate responsibilities to team members, and identify opportunities for individual staff members’ growth.

    + Identify and address technical, operational, and staffing requirements to support team growth.

    + Support effective communication and collaboration across the TTA team, with other teams across the company, and with subcontractors and consultants, to engage the strongest possible teams to deliver results to our clients.

    + Stay abreast of industry-wide developments, trends, and best practices, and systematically share information with TTA team members.

    + Build national awareness of ICF’s affordable housing and community development capabilities and strategic alliances and partnerships to support our work.

    + Lead business development and proposal efforts to sustain the work of the TTA team.

    Basic Qualifications:

    + Bachelor's degree

    + Minimum 15 years of experience working in the affordable housing and community development fields

    + Minimum of 10 years of management experience.

    Additional Qualifications We Expect You To Have:

    + Experience with and passion for the housing and community development field broadly, including an understanding of the housing-related challenges facing people with low incomes, and the programs designed to assist them.

    + Recognized leader in the housing and community development field.

    + Knowledge of a broad array of Department of Housing and Urban Development (HUD) programs; expertise in one or more HUD programs; and a strong understanding of HUD’s structure and processes.

    + Experience planning and providing technical assistance and training related to affordable housing and community development.

    + Experience successfully applying management skills in areas such as financial management and budgeting, communication, staff growth and development, and managing a geographically dispersed team.

    + Proven track record leading and growing large teams of skilled professionals, including successful hiring and retention, with demonstrated commitment to collaboration, transparency, and innovation.

    + Demonstrated ability to lead successful business development activities.

    + Experience in a consulting environment.

    + Strong analytical, problem-solving and decision-making capabilities

    + Strong skills in MS Office Applications (Word, PowerPoint, Outlook, Excel, Teams, SharePoint)

    **Pay Range** - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

    The pay range for this position based on full-time employment is:

    $173,832.00 - $295,514.00
