    **As a** **Business Program Manager- Licensing** , you will be responsible for and manage OEM licensing of Microsoft’s cloud infrastructure, server, and IoT server products. In addition, you will also manage strategic licensing initiatives that use a data-driven approach to align licensing models and partner strategies with DPS priorities. This role directly contributes to the company’s growth plans in the infrastructure space. Success requires a growth mindset, a bias toward action, ingenuity, a commitment to collaboration, relentless prioritization, and strong communication skills.

     

    You will influence strategy, build relationships with top OEM partners and leadership teams, and be the subject matter expert in every discipline you own. You’ll orchestrate cross-functional execution across service business groups and stakeholders within and outside of DPS (field sellers, finance, legal, engineering, operations, product strategy, marketing, etc.), champion stakeholder success, and embed compliance and regulatory integrity into every initiative you lead. You will focus on simplifying complexity, enabling innovation, and accelerating the server business, to deliver clarity, compliance, and impact at scale.     The Business Program Manager performs non-technical project completion using an internal customer perspective, typically from initiation through delivery. Coordinate and collaborate with cross-functional teams through meetings and progress measurement activities which bring distinct, specific projects to completion both on time and within budget. This role has project management responsibility and no direct reports. This job manages specific projects that have a distinct beginning and end. This role acts as a trusted advisor to DPS management, DPS leadership, and to internal Microsoft and external partners, driving clarity and impact across your team. The role puts partners first, leveraging best practices and training that deliver results on time and on budget.

     

    The Business Program Manager excels in change management, consultative skills, and executive communication. You think in multi-year horizons, crafting strategies aligned to business and partner priorities. You apply Microsoft skilling to execute with agility, removing friction, aligning teams, and delivering seamless partner experiences. You use data and market signals to guide decisions and adapt plans. You collaborate across business groups, product groups, and corporate functions, demonstrating One Microsoft culture while advocating for stakeholder success and embedding compliance into every program.

    Responsibilities

    **Drive Licensing Strategy & Execution:** Define and lead the global OEM cloud and infrastructure product licensing strategy for top OEM partners. Oversee execution across communications, content, enablement, legal agreements, and reporting.

    **Operational Licensing Management:** Manage day-to-day licensing execution, including licensing terms, partner comms, policy, amendments, waivers, and exception handling.

    **Lead Strategic Initiatives:** Own the server digital supply chain transformation—an executive-priority initiative reshaping product delivery through OEM channels. Design and manage pilots, integrating partner feedback into the process.

    **Partner & Internal Communications:** Lead disclosures and messaging for partners and leadership. Manage feedback loops and ensure alignment across stakeholders.

    **Product Launch Readiness:** Oversee OEM participation in product launches, including channel terms and end-user license agreements.

    **Subject Matter Expertise:** Serve as the go-to expert on licensing and digital transformation, championing modernization and simplification.

    **Program Management & Analysis:** Lead end-to-end strategic licensing initiatives for Server & IoT. Conduct market research, analyze trends, define licensing scope and impact.

    **Cross-Functional Collaboration:** Partner with stakeholders to align licensing plans with business goals. Define success metrics and use data to demonstrate impact.

    **Change Management & Enablement:** Develop and execute change management strategies to drive innovation in the licensing space, while driving partner enablement through clear license terms and partner training.

    **Governance & Risk Mitigation:** Advocate for complex license terms, manage documentation, and ensure compliance and risk mitigation across the licensing portfolio.

    Qualifications

    Required/minimum qualifications

    + Bachelor's Degree in Business, Operations, Finance, or related field AND 4+ years experience in program management, process management, or process improvement.

    + OR equivalent experience.

    + 4+ years work experience writing licensing, policy, contract, and/or legal terms.

    + 4+ years work experience leading strategy, proposals, executive influence, decision-making, and change management of personal computer device business initiatives/programs

    + 4+ years work experience owning external client/partner relationships, partner policy, and contracts

    + 4+ years work experience in leading compliance, audit, and data analytics of personal computer device business initiatives/programs.

    Additional/preferred qualifications

    + Master's Degree in Business, Operations, Finance, or related field AND 6+ years experience in program management, process management, or process improvement OR Bachelor's Degree in Business, Operations, Finance, or related field AND 8+ years experience in program management, process management, or process improvement

    + OR equivalent experience.

    + 8+ years of experience managing complex licensing terms and leading change initiatives, with a focus on delivering business outcomes across cross-functional teams and partner ecosystems.

    + 8+ years of experience applying analytical thinking and creative problem-solving in dynamic environments, with demonstrated ability to prioritize and adapt to evolving business needs.

    + 8+ years of experience collaborating across teams and functions, including negotiation, communication, conflict resolution, and process optimization to support strategic goals.

    + 8+ years of experience working within the server device business and Microsoft’s partner ecosystem, with insight into operational and strategic processes that support global engagements.

    + 8+ years of experience supporting Windows server business operations, including product lifecycle management, technical program execution, and alignment with business priorities.

     

    Business Program Management IC4 - The typical base pay range for this role across the U.S. is USD $96,500 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $123,500 - $206,400 per year.
