    Within Microsoft Security, the Microsoft Threat Protection (MTP) organization safeguards billions of people and enterprises by ensuring reliability, resiliency, and rapid response to emerging risks.

     

    As a **Senior Technical Program Manager** , you will play a pivotal role in strengthening the financial and operational foundations of these services. You will lead cost optimization and efficiency initiatives across global cloud infrastructure, steward financial planning and licensing programs, and drive accountability through clear forecasting, reporting, and governance. This role requires the ability to bridge technical and financial domains, and partnering with engineering, finance, and procurement to deliver sustainable cost strategies, operational excellence, and measurable business impact. The successfull candidate combines deep program management experience with financial acumen and the ability to influence cross-functional stakeholders to align resources, reduce costs, and scale securely.

    Responsibilities

    + **Cloud Cost Optimization:** Drive initiatives to reduce infrastructure and operational costs by identifying efficiency levers, influencing engineering decisions, and implementing sustainable cost-reduction strategies.

    + **Supporting Financial Planning & Forecasting:** Support end-to-end cost modeling, forecasting, and variance analysis to support accurate financial planning and executive reporting of organizational COGS.

    + **Strategic Program Leadership:** Lead high-visibility programs focused on cost governance and operational excellence, ensuring alignment with business objectives.

    + **Cross-Functional Collaboration:** Partner with engineering, finance, revenue, and product teams to define priorities, track progress, and ensure accountability for cost and efficiency goals.

    + **Data-Driven Insights:** Leverage analytics to monitor performance, identify trends, and provide actionable recommendations to leadership

    + **Executive Communications & Reporting** : Develop clear, concise executive communications and reporting that translate complex technical and financial scenarios into decision-ready insights. Tailor messaging to different audiences (engineering, finance, executive leadership) to ensure clarity, alignment, and timely decision-making.

    Qualifications

    Required Qualifications:

    + Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development

    + OR equivalent experience.

    + 2+ years of experience managing cross-functional and/or cross-team projects.

    + 2+ years of experience in data analysis, and reporting tools; ability to translate insights into strategic actions using visualization platforms such as Kusto, Power BI, or Grafana.

    Other Requirements:

    Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

     

    + **Microsoft Cloud Background Check:** This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

    Prefered Qualifications:

    + Bachelor's Degree AND 8+ years' experience engineering, product/technical program management, or data analysis

    + OR equivalent experience.

    + 6+ years of experience managing cross-functional and/or cross-team projects.

    + Effective communication, collaboration, and stakeholder management skills.

    + Demonstrated ability to influence leaders and drive alignment across product, engineering, design, data, and go to market partners.

    + Executive caliber communication skills: clear narratives, crisp trade offs, and decision ready materials.

    + Deep understanding of cloud infrastructure, cost drivers, and optimization strategies.

    + Demonstrated ability to lead complex, cross-functional programs with measurable financial and operational impact.

     

    Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
