Significant investigatory experience is required. Experience investigating allegations of misconduct and discrimination is preferred. Substantive knowledge of Title VI, Title VII, Title IX, and related federal and state laws is required. Progressively responsible leadership is required. Experience in developing and presenting educational and training programs is required.PRIMARY RESPONSIBILITYDirect, implement and facilitate compliance programming for Title VI, Title VII, and Title IX of the Civil Rights Act of 1964. Develop and implement educational programs regarding discrimination and sexual harassment prevention, ensuring stakeholders understand their rights and, where applicable, responsibilities under the law. Collaborate with district leadership to identify and address systemic problems.ESSENTIAL JOB DUTIES1. Lead all Title IX appeals processes for the district. 2. Ensure GCPS policy aligns with government regulations. 3. Consult with outside legal counsel as necessary. 4. Act as the CHRO designee in escalated claims/charges as assigned. 5. Serve as official Title IX Coordinator for district including presenting the annual and refresher Title IX training for various groups. 6. Develop, implement, coordinate and conduct educational programs and initiatives designed to educate and support stakeholders regarding their rights and, where applicable, obligations under Title VI, Title VII, and Title IX, including reporting options/responsibilities, support services, district policy and applicable disciplinary code, grievance procedures, confidential resources, etc. 7. Review proposed sanctions for discrimination and sexual misconduct before they are imposed to ensure that they are reasonably calculated to stop the discrimination and sexual misconduct and prevent its recurrence.8. Ensure HR staff, investigators, coordinators, decision makers, and those involved with processing Title VI, Title VII, and Title IX complaints are adequately trained in compliance with federal and state guidance. 9. Identify systemic problems relating to complaints including review and revision of the district’s discrimination and sexual misconduct policies, increased monitoring, supervision, or security at locations where discrimination and sexual misconduct is reported to occur, and increased education and prevention efforts to targeted populations. 10. Receive discrimination reports/complaints that fall under Title VI, Title VII, and Title IX. Meet with complainants, respondents, witnesses, and applicable stakeholders to provide information regarding available resources, interim measures, and resolution options. Promptly coordinate any necessary investigation ensuring timely resolution. Maintain, record, and complete reports as required. 11. Participate in the maintenance, implementation and evaluation of district Title VI, Title VII, and Title IX policies and procedures. 12. Identify and integrate best practices by keeping current with laws, regulations, regulatory guidance, and current case law. 13. Collaborate with district leadership and local school leaders, including athletics to disseminate information, design processes, and support the district’s investigative processes; collaborate and coordinate with compliance partners within the department and across the district to support the district’s overlapping compliance needs and responsibilities. 14. Communicate with local law enforcement and government agencies to ensure reports are handled appropriately and in a timely manner; coordinate with local victim advocacy organizations and service providers. 15. Ensure ongoing compliance with Title VI, Title VII, and Title IX by collecting and analyzing data, writing comprehensive reports and maintaining records of investigations. 16. Serve on various district planning and policy making committees; recommend and participate in the development of district policies and procedures. 17. Expert knowledge of federal, state, and local employment and labor laws and practices and ensures compliance; conduct compliance audits as necessary. 18. Perform other duties as assigned. PHYSICAL DEMANDSWhile performing the duties of this job, the employee is frequently required to sit for extended periods of time. The employee is also required to talk, hear, stand, and walk. The employee may be required to use hands to finger, handle, feel, and/or reach. The employee is occasionally required to stoop, kneel, or crouch.
