Governor works closely with the Office of the Governor to ensure the effective implementation of the Polis-Primavera Administration’s priorities. The Office of the Lt. Governor leads a broad portfolio of programs, including Aerospace and Defense, the Colorado Commission of Indian Affairs, Disability Policy, the Office of eHealth Innovation, the Office of Saving People Money on Health Care, and Serve Colorado.

The Office of eHealth Innovation (OeHI) is looking for a Senior Project Manager to lead and implement a variety of health technology projects supporting the Colorado Health IT Roadmap (https://oehi.colorado.gov/2021-colorado-health-it-roadmap) .
Join our team advancing innovative and cutting edge Health Information Technology (IT) projects in Colorado. A successful candidate will take initiative to solve problems, effectively manage multiple complex tasks at a time, and bring a passion for health equity.
We’re looking for a strategic and collaborative Senior Project Manager to lead the development and implementation of large, complex, multi-platform health technology initiatives. Many initiatives and projects will require you to work across state agencies and require engagement of multiple key stakeholders both within the state and greater health care community. In this role, you will take projects from original concept to successful application by defining project scope and objectives, analyzing project requirements, identifying resources, and determining the best approach for completion. This position will serve as key support for planning and implementation of recommended technology approaches to support safety net programs as required by H.R. 1.
Some of your important duties will include:
+ Proactively managing changes in project scope, identifying potential risks, and devising contingency plans within various contracts and efforts related to telehealth, digital health care access, and the Health IT Roadmap.
+ Developing new approaches and employing existing plans, to create detailed work strategies, schedules, project estimates, budget management and status reports.
+ Determining and assessing requests for additional resources, working with outside service providers as needed to complete health technology projects.
+ Facilitating cross functional teams with OeHI, state agencies, customer organizations and vendors.
+ Conducting post-mortem project assessment, suggesting process or procedures improvements.
+ Coaching, mentoring, and motivating project team members and contractors, influencing them to take positive action and accountability for assigned work.
+ Managing relationships across state agencies, customers and vendors, cultivating a thorough understanding of core business functions and alignment with business objectives.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
A minimum of eight (8) years of experience that includes a combination of health IT project management for large, complex projects and/or project portfolio management, which demonstrates strong relationship building and management skills, collaboration, communication, and organizational skills. Experience must also include:
+ Business processes and mapping of business functions to services.
+ Defining and executing large, complex technology programs.
+ Solid understanding of change management and ability to lead and influence cross functional teams and stakeholders.
+ Day to day analysis of various contracts and efforts related to telehealth and digital healthcare access.
+ Experience in community engagement activities
Substitutions:
+ Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
+ Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
+ If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications:
+ Experience in health care and health IT
+ Experience in applying for, managing, and awarding innovation and ehealth grants (federal, nonprofit, and/or state funding sources)
+ Agile and Scrum methodology experience
+ Knowledge of software development methodologies, system implementation and integration and/or a technical discipline.
+ Experience in working with partners across agencies, sectors, and throughout the state to support equal access to health to advance programs that work towards all individuals and communities having the IT capacity needed for full participation in society.
+ Experience in developing frameworks for organizational investments, including telehealth and digital health services.
+ Strong quality and customer service orientation
TRAVEL: Please note, these roles may require occasional travel within the state to areas outside of your assigned geographic location. These instances will be arranged well in advance to allow for logistical planning.
Conditions of employment: Must be currently employed within the State of Colorado, Office of Information Technology, supporting the Office of eHealth Innovation in the Office of the Lieutenant Governor.
