Minnesota Management and Budget (MMB) is seeking two Statewide Planners to lead the development of statewide, long-range strategic plans on high-priority issues impacting the future of Minnesota. This includes coordinating the management and development of long-range planning efforts across state agencies and serving as a key partner in planning priorities.
Job duties for this position include:
+ Coordinating the state’s long-range planning efforts, overseeing the development of multiple, concurrent long-range plans
+ Serving as project management leader for each long-range planning effort including setting strategy and operations
+ Developing the vision for the technical and analytical work needed to advance long-range planning efforts, such as scenario planning, demographic modeling, economic analysis, etc.
+ Coordinating and contributing to the development of products and outputs from the long-range planning process and communication of those products and outputs
+ Assembling and coordinating working groups of state leaders and staff to advance multiple, concurrent long-range planning efforts
This position is currently eligible for up to 50% hybrid telework to applicants who either reside in Minnesota **or** a bordering state and within 50 miles of the work location.
Minimum Qualifications
Four (4) years* of experience planning long-term programs, analyzing public policy, and managing projects simultaneously.
* _A bachelor’s degree in public policy, public administration, urban and regional planning, economics, public affairs, political science, statistics, data science, or sociology may substitute for one (1) year of experience._
Experience must include:
+ Project management skills sufficient to coordinate objectives from conception to implementation and report updates to management
+ Communication skills sufficient to convey complex and intricate technical information to technical and non-technical audiences in a professional and respectful manner
+ Interpersonal skills sufficient to work and collaborate with senior leaders to accomplish objectives and gain consensus on key priorities
+ Research skills sufficient to study programs and gather data related to program efficiency, cost, performance management, and short- and long-term impact
+ Ability to navigate ambiguity and operate under minimal direction, including proactively anticipating barriers and adapting to overcome challenges
+ Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment and leading

+ A bachelor’s degree (or higher) in public policy, public administration, urban and regional planning, economics, public affairs, political science, statistics, data science, or sociology
+ Experience planning and implementing large-scale programs on behalf of a public or government entity (federal, state, Tribal, county, or another municipality). _Examples of large-scale programs include, but are not limited to climate resiliency, rural economic development, workforce development, housing, and social justice._
+ Knowledge of Minnesota’s legislative processes, state policies, procedures, and research institution landscape
+ Experience developing public policies and policy reform based on evidence and data
