    This part-time (.75 FTE/30 hours per week) position will be located out of the St. Paul, Bemidji, Brainerd, Detroit Lakes, Duluth, Mankato, Marshall, Rochester or Waite Park regional office and may have the option to telework.

     

    This position serves as a professional accounting resource for the Board of Water and Soil Resources (BWSR) in multiple areas. This position exists to develop and administer Agency wide Request for Proposals (RFP’s), Professional Technical Contracts and Grants, under limited supervision, for BWSR. Work with program staff to define the scope of work and incorporate technical requirements into the contracts. Responsible for completion of all contract forms and documentation associated with the development of a contract and negotiating the contract with eligible vendors. Lead contract/grant negotiations. Research and problem-solve contract related issues and questions to help ensure contracts are appropriate in compliance with contract requirements. Assist with training, help to develop policy and procedures, and identify opportunities for continuous improvements to contract/grant processes.

    Minimum Qualifications

    Three (3) years of contract work experience. NOTE: A bachelor’s degree in business administration, public administration, public policy, or a related field may subsitute for one (1) year of work experience.

     

    Current Authority for Local Purchase (ALP) certification at the $25,000 level.

     

    Knowledge of the application of Governmental Accounting Standards as set forth by Governmental Accounting Standards Board (GASB).

     

    Advanced skills with the following PC software tools including Excel, Word, and Access in order to prepare and present complex financial reports.

     

    Advanced interpersonal and human relation skills sufficient to explain accounting concepts and standards to management and employer representatives.

     

    Organizational skills and the ability to identify and solve problems, advise others, handle multiple priorities, meet deadlines and apply innovative approaches and opportunities for streamlining existing processes.

     

    Ability to work under deadlines, analyze, interpret complex fiscal records and reports, and adapt to ever-changing program requirements, financial resources, and administrative change; and ability to identify issues, resolve disputes, and recommend solutions.

    Preferred Qualifications

    More than three (3) years of contract work experience.

     

    Advanced degree in business administration, public administration or public policy, library and information science, or a related field.

     

    Knowledge of State Accounting Systems, SWIFT

     

    Procedural understanding of the grant programs administered by the Board of Water and Soil Resources.
