Jacobs is seeking a Wastewater Project Manager (PM) to lead the team in Vancouver, WA, where you'll be responsible for the overall management and leadership of the project including profit and loss, permit compliance, safety, quality and employee supervision and management including staffing, compensation, training and development. Working with other members of the team and the client you’ll build and maintain positive business and customer relationships and lead the planning, organization, operations, maintenance and improvement of the facility. You'll also be responsible for implementing safety policy and procedures and maintaining the operation process control including compliance with regulatory agencies.
In this role you'll oversee the following facilities. The Westside Wastewater Treatment Plant (WSWRF) which serves the southern and western sections of Vancouver with a treatment capacity of 28.26-MGD average maximum monthly design and handles peak flows up to 41.1 MGD. The facility employs a comprehensive treatment process incorporating primary clarifiers, secondary treatment through activated sludge process, secondary clarification, and advanced UV disinfection. A notable feature of the WSWRF is its on-site sludge incineration capabilities, which provide efficient biosolids management for the entire system.
The Marine Park Wastewater Treatment Plant (MPWTF) manages wastewater treatment for Vancouver's northern and eastern sections, with a 16.1-MGD average maximum monthly design capacity and the ability to handle peak hourly flows of 41.8 MGD. The facility mirrors the high-quality treatment process of the Westside plant, utilizing primary clarification, activated sludge secondary treatment, secondary clarification, and UV disinfection to ensure optimal effluent quality.
Our Industrial Lagoon Treatment Facility, designed specifically for three local food manufacturers, provides specialized treatment with a 3.2-MGD average maximum monthly design capacity. The facility operates a sophisticated three-cell system combining aerated and facultative processes, specifically engineered for high-strength BOD and soluble BOD removal.
Supporting these treatment facilities is a network of eight major sewage lift stations, each featuring custom-designed configurations to meet specific operational needs. These stations incorporate various technologies including submersible pumps, dry well applications, and advanced odor and corrosion control processes, ensuring reliable wastewater conveyance throughout the service area.

The salary range for this position is competitive, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

• A minimum of ten (10) years of experience in the operation and maintenance of a water or wastewater facility
• A minimum of four (4) years of supervisory experience
• Ability to operate SCADA systems and other computerized equipment
• Proficiency with Microsoft Office
• Valid driver’s license with no major infractions
Ideally, You’ll Also Have:
• High School Diploma or equivalent
• State of Washington or ABC Wastewater Grade 4
• BA/BS degree in environmental sciences or business administration
• Excellent oral and written communications, self-motivation, team-oriented work practices, strong technical problem-solving skills
• Capable of working independently and maintaining an orderly schedule
• Understanding of the technical aspects of the facility to be managed
• Demonstrated interpersonal relations and personnel management skills
• Experience developing and working within an approved budget. Specifically tracking costs, adjusting activities to stay on budget, and optimizing labor and materials
• Proficient with financial budgeting and reports, specifically experience preparing operational reports for both internal and external clients
Working Conditions & Physical Requirements:
The work area can involve a working environment indoors, as well as outdoors which could cause exposure to outdoor elements; proper environmental attire will be required. Some areas can have loud noise, active machinery, high pressure fluid systems, electrical equipment, confined spaces, heights and depths, fumes, air borne particles, noxious gases, pathogens and various chemicals. Safety is of the utmost importance. The use of appropriate safety equipment will be mandatory in these areas to prevent hazardous contact.
Must be able to sit, stand, stoop, twist and bend at the waist, turn, kneel, squat, raise arms above shoulder height, grasp, reach, perform repetitive hand movements and fine coordination when preparing reports and using a computer keyboard, have vision sufficient to read computer screens, printed documents and operate office equipment, have hearing in the normal range with or without correction. In an 8-hour period you must be able to transport self across the facility, ascend and descend stair steps, lift objects up to 50 pounds from floor level to waist height, wear and use appropriate safety equipment.
