    This position is responsible for creating, developing, updating and administering the Energy Marketing Training and Continuing Education Program and is responsible for ensuring the EM&T Division can demonstrate full compliance with all applicable approved NERC Standards and Requirements. This position is responsible for ensuring Energy Marketers are trained and prepared for emergency situations along with the functions of day-to-day operations. In addition, this position is expected to participate in real-time and day-ahead energy marketing duties when needed.

    Position Specific Responsibilities/Accountabilities:

    1. Ensure energy marketing staff meets or exceeds continuing education requirements to maintain individual status as NERC Certified System Operators and meets or exceeds emergency preparedness training to maintain compliance with NERC, regional and OPPD Policies and Procedures to ensure excellence in operation of OPPD's generation resources and the highest possible reliability of the interconnected grid.

    2. Revise, update and maintain the Energy Marketing Training and Continuing Education Program, including establishing OPPD as a NERC-approved training provider to develop company specific training courses.

    3. Create, update, and maintain the various EM&T Policies and Procedures that ensure compliance with NERC, SPP, MRO and OPPD standards, requirements, policies and procedures.

    4. Prepare, document, execute and monitor the EM&T compliance program for NERC Reliability Standards including self assessment tools, formal documentation of compliance standards and requirements, and coordination with company subject matter experts and compliance personnel in preparation for compliance audits, self certifications, spot checks and performance audits to ensure all functions are in compliance with the program. Offer and implement recommendations for changes to enhance regulatory compliance.

    5. Provide analysis of Energy Marketer performance, investigate anomalies, and recommend improvements in operating practices or procedures to increase profitability or improve reliability.

    6. Become knowledgeable in PROMOD in order to perform analyses to help manage the generation fleet in a profitable manner.

    7. Maintain NERC System Operator certification in order to respond as a backup on the real-time operations desk.

    8. Monitor compliance efforts at FERC, NERC, SPP, MRO, the US Department of Homeland Security, and the US Department of Energy and maintain reliability records and filing system.

    9. This position has the responsibility and authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System.

    10. Stay current on and capable of performing all Day-Ahead marketing functions to assist and cover as needed.

    11. Interact proactively with internal and external customers for process improvements that will enhance decision making for compliance.

    12. Participate and represent OPPD in stakeholder groups/industry organizations to stay current on market rules, business practices, and policy changes and their impacts on OPPD and its customers.

    13. Adhere to Risk Management Policies and Procedures.

    Qualifications

    Required:

    + Undergraduate degree or five years experience as power/energy marketer experience required. Graduate degree in Engineering or Business Administration (MBA) preferred.

    + Required to possess or have previously held a NERC Certified System Operator license. Inactive licenses must be reinstated within 2 months of hire.

    + Ability to independently make decisions, work through stressful situations and solve problems quickly.

    Desired:

    + A minimum of three years experience in the Energy Marketer position is preferred.

    + Subject Matter Expert for Energy Marketer Position.

    + Ability to produce, develop and conduct an effective training program.

    + Possess knowledge of NERC standards, certification, and training requirements.

     

    Closing Statement

     

    Salary Grade: S7

     

    Base: $118,061

     

    Midpoint: $147,576
