Job Summary:
The Emergency Management Training Coordinator and Data Specialist will support the design, coordination, and delivery of departmental training programs to ensure compliance with CMS, DNV, NYSDOH, and OSHA 1910.120. Manage a wide range of training initiatives, including Brightspace modules, evacuation equipment training, AOC tabletop sessions, and decontamination/hazmat classes. Monitor onboarding of new managers and staff to ensure timely completion of FEMA ICS courses. Develop, implement, and maintain the Multi-Year Training & Exercise Plan (MYTEP) in alignment with federal and state standards. Coordinate Incident Command Team training, including securing outside instructors to enhance learning opportunities. Create and analyze student feedback surveys to evaluate training effectiveness, while tracking and reporting monthly compliance and participation data to the Executive Director.
Schedule and oversee all Emergency Management (EM) training programs across SUNY Upstate facilities, and plan, facilitate, and document drills, exercises, and corrective action plans with both internal and external partners. Assist in the development and implementation of Continuity of Operations Plans (COOP) and adapt programs to meet evolving statutory requirements. Represent SUNY Upstate in county and regional Hazard Vulnerability Assessments (HVA) and Threat & Hazard Identification and Risk Assessments (THIRA), while conducting data analysis on threats, historical events, and planning gaps to strengthen the annual HVA. Provide specialized data management, performance metrics, and reporting for exercises, real events, and emergency preparedness initiatives.
Maintain compliance reporting for eFINDS, NYSDOH HCS, and state/regional systems, including all mandated surveys. Ensure readiness of primary and alternate Emergency Operations Centers (EOCs) and maintain emergency communication systems (Everbridge, Alertus) with regular testing and updates. Provide operational support during Emergency Operations Plan (EOP) and Incident Action Plan (IAP) activations, assisting with logistics, communications, and data reporting. Maintain strong collaborative relationships with community partners, including government agencies, healthcare facilities, schools, law enforcement, and businesses, to strengthen preparedness and coordination.
Contribute to research, data collection, grant proposals, and academic reporting requirements that support SUNY Upstates emergency management programs. Identify cross-departmental training opportunities and recruit staff and faculty to participate in program delivery. Prepare periodic and ad hoc reports for leadership as required and perform other duties as assigned. This position does not include supervisory responsibilities.
Assist in collecting/analyzing data for HVAs (DNV, CMS, NYSDOH required). Coordinate scheduling for EM staff in internal/external meetings and arrange travel (flights, lodging, conferences). Process PO requests for EM grants (NYSDOH, HTC, etc.). Resolve delays in vendor payments/purchasing. Reconcile EM grant credit card transactions. Order/manage technology assets (phones, iPads, laptops). Assist in scheduling, agenda preparation, note-taking, and producing data or reports for EM-related committees (Campus Preparedness, Continuity & Resilience, Annual Exercise Planning, After-Action Reviews, NYSDOH Coalition workgroups, etc.
Schedule EM-related training sessions across all Upstate sites (Decontamination, Hazmat refreshers, AOC Tabletop, Outpatient exercises, DNV-required training). Coordinate training for Incident Command Team, including external instructors.
Minimum Qualifications:
Bachelor's Degree and 2 years OR Associates Degree and 4 years in Public or Business administration or field related to Emergency Management or Public Health.
Preferred Qualifications:
Emergency management experience, preferably in a higher education setting. Knowledge of the Incident Command System (ICS) and the National Incident Management System (NIMS). Demonstrated experience in developing emergency preparedness plans.
Documented FEMA HSEEP (Homeland Security exercise and evaluation program) experience. ICS 100,200, 300, 400, 700 & 800 certifications. Experience scheduling departmental meetings preferred. Experience coordinating multiple team members schedules preferred. Experience taking meeting notes preferred.
Work Days:
Monday through Friday 8am-4:30pm
