Summary You will serve as a CONTRACTING OFFICER'S REPRESENTATIVE in the COMPLIANCE DIVISION (code 430) of PEARL HARBOR NSY AND IMF. FOR GS-11: $77,192 - $100,344 FOR GS-09: $63,800 - $82,938 Responsibilities You will be appointed as either a Primary Contracting Officer's Representative (COR), Alternate COR, or Technical Point of Contact (TPOC) on service and supply contracts awarded by Contracting Officers from within NAVSEA, NAVSUP, etc. You will become the Subject Matter Expert for the requirement, as necessary, and ensure full understanding with the contract, its terms and conditions, and requirements. You will serve as a COR and perform duties as appointed in accordance with NAVSEA Instruction 4200.17 (series) in order to represent the Contracting Officer and to ensure proper execution of the contract. You will serve as an active participant in the acquisition process as a member of the Acquisition Team. You will perform technical advisory reporting, as needed, to assist the Contracting Officer in the analysis of Contractor proposals, using a variety of proposal techniques from the Federal Acquisition Regulation (FAR) 15.404. You will serve as an adviser, voting member, or chairperson for source selection evaluation boards (SSEB) conducting evaluation of contractor proposals, including technical analysis, price, and/or cost analysis, and past performance assessment. You will provide proper and appropriate oversight of Contractor performance and contract execution to ensure financial and technical compliance with the contract terms and conditions. You will communicate with the Contracting Officer on a routine basis regarding contractor oversight and performance and maintain required documentation to support monitoring Contracting performance, including monthly status reports, etc. Requirements Conditions of Employment Qualifications FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying acquisition and procurement laws, regulations, and policies to oversee the execution of service or supply contracts (e.g., contractor proposals, contractor performance, cost/price analysis, financial and technical compliance, contractor schedule, closeout); and formulating contractor performance reporting data. FOR GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying acquisition and procurement laws, regulations, and policies to monitor the execution of service or supply contracts (e.g., contractor proposals, contractor performance, financial and technical compliance, contractor schedule). Education In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience: GS-11: Ph.D. or equivalent doctoral degree - OR Three (3) full years of progressively higher-level graduate education leading to such a degree - OR LL.M., if related to the position GS-09: Master's or equivalent graduate degree - OR Two (2) full years of progressively higher-level graduate education leading to such a degree - OR LL.B. or J.D., if related to the position A transcript must be submitted with your application if qualifying using education. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Pay retention may be granted when certain conditions are met. Additional vacancies may be filled by this announcement.
