Job Title: Finance Manager
Job Description
The Finance Manager coordinates financial accounting activities, ensuring efficient accounting functions and improved customer service delivery. This role involves recommending enhancements to policies, procedures, and systems while reviewing both external and internal financial reports. The Finance Manager assists with budget preparation, monitors expenditures, and ensures the financial accounting system's proper maintenance. Additionally, the manager oversees disbursement of funds and expenditure control to adhere to budget appropriations. The position entails administrative oversight of division activities, contributing to departmental direction, goals, and priorities. Essential duties include staff development, succession planning, performance management, employee relations, and implementing new financial accounting and reporting standards.
Responsibilities
+ Coordinate financial accounting activities and improve customer service delivery.
+ Recommend and implement improvements to financial policies, procedures, and systems.
+ Review and monitor external and internal financial reports.
+ Assist with budget preparation and monitor expenditures.
+ Oversee disbursement of funds and control expenditures to ensure budget appropriations are not exceeded.
+ Provide administrative oversight for division activities and functions.
+ Assist in developing departmental direction, priorities, goals, and objectives.
+ Ensure effective supervision and administration of staff development and training.
+ Implement and monitor new financial accounting and reporting standards.
+ Establish systems for proper administration of personnel policies and procedures.
+ Perform related work as required based on current workload and departmental needs.
Essential Skills
+ 5-7+ years of general ledger accounting experience.
+ Bachelor's degree in accounting, finance, public administration, or related field.
+ Proficiency in Excel, including creating pivot tables and VLOOKUPs.
+ Ability to thrive in a hectic environment and take initiative.
+ Experience in local government, public utilities, or GASB accounting.
+ 2-3+ years of accounting supervisory experience.
Additional Skills & Qualifications
+ ERP experience.
+ Experience with posting journal entries, reconciliations, and managing accounts payable/accounts receivable.
+ Ability to learn new processes, teams, and systems quickly.
Work Environment
The work schedule is Monday through Friday, from 8 AM to 5 PM. The role supports local government public utilities in an accounting leadership capacity, with potential for a permanent position.

Pay and Benefits
The pay range for this position is $40.00 - $43.66/hr.
