JOB SUMMARY : Leads and assists in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves at an assistant office head level to professionals providing professional support in one or more areas listed.
POSITION SPECIFIC DUTIES:
• Lead the Rail Safety Program staff; ensures compliance with all federal and state regulations related to the Department’s oversight for the fixed-guideway rail system.
• Determine and recommend the establishment and implementation of policies, strategic and operating plans, and objectives supporting the Department’s overall mission and goals.
• Conduct annual reviews and updates of the Program Standard to ensure compliance with all current FTA SSO Regulations.
• Monitor and manage the State’s Rail Transit Authority (RTA) system to ensure compliance with the SSO regulations and Program Standard.
• Coordinate meetings, audits, and other activities related to the SSO Program with the RTA.
• Manage the performance and delivery of the SSO Program and represents the Department’s interest and position on issues at the federal, state, and local government levels.
• Manage and review various documents that are related to the SSO Program ensuring accuracy, timeliness, and completeness of requested materials. Documents include but are not limited to review checklists, Standard Operating Procedures (SOPs), investigation reports, and other documents as necessary.
• Develop and provide materials and responses in cooperation with independent, regulatory, and third-party audits.
• Assist to provide financial oversight and management of federal and state financial resources allocated to support the SSO Program.
• Manage consultant staff performance and compliance with contractual responsibilities. Activities include but are not limited to monitoring deliverables against actual completed activities, reviewing technical documents and invoices, and scheduling meetings and recording meeting minutes as required.
• Maintain a comprehensive knowledge of Federal and State legislation and the potential impacts to the SSO Program.
• Ensure required staff maintain adequate training including the Public Transportation Safety Certification Training Program (PTSCTP) and Certification and Transit Safety and Security Program (TSSP).
• Conduct SSO oversight activities in the engineering and construction phase for the rail transit agency’s capital projects.
• Other duties as assigned.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
+ Associate’s degree in a related field managerial or supervisory role.
+ OR One (1) year at the lower level Mgr 2, Transport Specialist (TRM031) or position equivalent.
AGENCY SPECIFIC QUALIFICATIONS:
+ Current Public Transportation Safety Certification Training Program (PTSCTP) Certification OR ability to acquire within 3 years of hiring.
+ 5 years of experience in project management, including tracking project budgets and schedule.
+ 5 years of experience in developing project scopes of work, budgets/estimates, and schedules for various transportation or related programs.
+ 5 years of experience leading, directing, planning, and evaluating program staff
+ 5 years of experience managing programs and projects in accordance with federal and state laws and regulations
+ Demonstrated excellent written and oral communication skills and quality customer service.
AGENCY PREFERRED QUALIFICATIONS:
+ Master’s degree in a related field.
+ 5 years of experience managing state and/or federally funded transportation programs related to RTA and rail safety
+ 5 years of experience in managing professional staff and consultants in the development and completion of rail or transit projects
+ 3-5 years of experience managing rail or transit contractors and consultants, procuring and approving project expenditures
+ 5 years of experience training, planning, directing, and evaluating the work of staff; in building effective work teams and managing workforce diversity
+ 3+ years of demonstrated experience developing and managing statewide transportation plans.
+ Demonstrated experience in responding to State and Federal Agency Audits.

In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
