**Northrop Grumman’s Mission Systems** **(NGMS)** sector is looking for **Manager Programs 3** , to support our **Airborne Surveillance Business Unit** onsite in **Linthicum, Maryland.** The selected candidate will be responsible for the production of the **P-8** **ALQ-240 Electronic Support Measures (ESM)** system. This position will report directly to the **Airborne Multi-mission Platform (AMMP) Operating Unit Director** . The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals.
Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems.
What You’ll Get To Do:
+ Provide profit and loss leadership across manufacturing, supply chain, and engineering for LRU performance
+ Measure and report program performance
+ Development and adherence to master plans and schedules
+ Establish a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
+ Lead direct reports and cross-functional teams to meet program cost, schedule and technical performance objectives
+ Cultivate customer relationships and intimacy to develop further opportunities within the government community
+ Deliver presentations to customers, executive management and other program stakeholders
+ Establish and manage program and subordinate baselines
+ Identify, allocate and manage program resources, including workforce planning
+ Manage suppliers to meet program objectives
+ Ensure program team understands and adheres to contract scope, and manages change through control board activities
+ Leverage interpersonal skills to manage daily team battle rhythm and recurring joint government meetings (to include status, awareness and escalations)
+ Strengthening communications with stakeholders and cultivate a culture of transparency
+ Conduct thorough risk & opportunity management practices including identification, mitigation and realization
+ Be able to obtain additional program access
Basic Qualifications:
+ Bachelor’s degree and 8 years of experience supporting U.S. Government contracts and customers and/or program management, OR Masters and 6 years of experience supporting U.S. Government contracts and customers and/or program management.
+ Demonstrated experience leading the performance of tasks on schedule and at or under cost with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management, Scope Board or similar business process.
+ Demonstrated success executing firm price development contracts, achieving contractual milestones and deliverables with scope.
+ Demonstrated ability to manage program budgets of about $200M, while consistently meeting or exceeding revenue and profit margin targets.
+ U.S. citizenship is required.
+ A current/active Secret clearance is required.
Preferred Qualifications:
+ Demonstrated ability to adapt to changing environments, while maintaining consistently high customer relations, service, and engagement.
+ Demonstrated success creating and maintaining strong executive level relationships with suppliers, customers, government representatives, primes and internal peers.
+ Experience leading a production program with a contract value >=$200M.
+ Experience in the aerospace/defense industry or within the Department of Defense.
+ Experience in Proposal Management.

Primary Level Salary Range: $178,500.00 - $267,700.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
