    Join the Louisiana Department of Health’s Office of Public Health as aProgram Manager 1B (Contracts Manager), leading the agency’s contracts administration and ensuring the effective use of public health resources. This role oversees three staff and manages the full contract lifecycle—from development and monitoring to payment authorization and closeout. The Program Manager 1B develops policies and procedures, ensures compliance with state and federal regulations, and provides training and guidance to staff and contractors.

    Minimum Qualifications

    Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    + Authorizing and tracking payments, ensuring adherence to contract scope, addressing audit findings, resolving contractor issues, and maintaining compliance with applicable laws and administrative rules.

    + Coordinates with program staff to provide guidance, facilitate problem-solving, and oversee contract reporting and documentation across multiple systems, including R-CAPS, PROACT, and LaGov.

    + Lead and manage the full lifecycle of agency contracts, including development, monitoring, payment authorization, and closeout.

    + Supervise and provide guidance to staff members, establishing priorities and evaluating performance.

    + Provides training, technical assistance, and oversight to both staff and contractors on procurement processes, auditing requirements, and compliance standards. The Program Manager 1B delivers guidance on drafting and managing MOUs, cooperative endeavors, and sub-recipient agreements.

    + Develop and implement policies, procedures, and standard operating processes to improve efficiency and accountability.

    + Oversee contract reporting, documentation, and coordination across multiple systems to ensure accuracy and transparency.

    + Safeguarding public health funding and advancing the operational effectiveness of the Office of Public Health.
