The Office of Aging and Adult Services is seeking a dedicatedProgram Monitorto support Louisiana’s nationally recognizedPermanent Supportive Housing (PSH)Program. This role coordinates housing referrals, monitors unit availability, and ensures compliance to help individuals with disabilities and those at risk of homelessness secure stable, affordable housing. The Program Monitor works closely with participants, service providers, and housing partners to remove barriers, facilitate successful placements, and uphold Fair Housing standards. Minimum Qualifications
Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Coordinate and monitor referrals for PBV participants to ensure timely and accurate matching with available housing units.
+ Conduct assessments of participant housing needs and preferences to identify appropriate resources and support person-centered housing plans.
+ Facilitate participant access to housing by assisting with applications, forms, and supporting documentation; ensure all submissions are completed in compliance with program requirements and deadlines.
+ Support participants during the leasing process, including coordinating lease signings, deposit submissions, and verification of required leasing documentation.
+ Monitor housing availability and identify solutions for challenges such as limited housing stock, utilities access, transportation barriers, and competitive rental markets.
+ Build and maintain collaborative relationships with properties, providers, and community partners to expand resource opportunities and support participant housing placements.
+ Advocate on behalf of participants by negotiating reasonable accommodations with property managers and ensuring adherence to Fair Housing requirements.
+ Provide training and technical assistance to providers and properties on PBV program requirements, policies, and best practices.
Preferred Experience:
• Experience working with housing, community-based services, and/or support services for vulnerable populations.
• Knowledge of state and federal housing voucher programs, food assistance programs, and/or community support programs.
